Dear MR,
This refers to your application for a visa to Canada. After careful and thorough consideration of all aspects of your application, it appears that you may not meet the requirements for a Canadian visa.
In particular, there are reasonable grounds to believe that you are a member of the inadmissible class of persons described in Section 34 (1)(f) of the Immigration and Refugee Protection Act for being a member of an organization which, there are reasonable grounds to believe, has engaged in acts of espionage against Canada or that is contrary to Canada’s interests.
Section 34 (1) of the Immigration and Refugee Protection Act (IRPA) states that a permanent resident or a foreign national is inadmissible on security grounds for
(a) engaging in an act of espionage that is against Canada or that is contrary to Canada’s interests;
(b) engaging in or instigating the subversion by force of any government;
(b.1) engaging in an act of subversion against a democratic government, institution or process as they are understood in Canada;
(c) engaging in terrorism;
(d) being a danger to the security of Canada;
(e) engaging in acts of violence that would or might endanger the lives or safety of persons in Canada; or
(f) being a member of an organization that there are reasonable grounds to believe engages, has engaged or will engage in acts referred to in paragraph (a), (b), (b.1) or (c).
Based on the background checks done for your application, it appears that you are, or have been, affiliated with the Russian Intelligence Services (GRU). The GRU is an organization that engages or has engaged in acts of espionage against Canada. There are reasonable grounds to believe that you are inadmissible as per 34 (1)(f) of IRPA for being a member of an organization that there are reasonable grounds to believe engages, has engaged or will engage in acts referred to para (a), (b), (b.1) or (c).
As a result, you may be inadmissible to Canada pursuant to Section 34 (1) of the Act. Before I make a decision on whether you are inadmissible, you may respond with an affidavit of explanation and supporting documents with regard to the above within thirty (30) days from the date of this letter.
If you do not provide this information within thirty days, unless we receive your written request to withdraw your application, a decision will be made based on the information on file. Please note that documents in languages other than English or French must be accompanied by a certified translation in either English or French.
Yours truly,
(please see attached a scanned copy of the original letter)
