SPC invites applications for the position of Non-communicable Diseases Adviser (Public Health Nutrition) in its Public Health Division located at its regional office in Suva, Fiji.
The Secretariat of the Pacific Community (SPC) works with its 22 Pacific Island member countries and territories, providing technical and scientific assistance across a wide range of sectors to enhance economic, environmental, social and human development in this region.
The Public Health Division (PHD) has staff based in Noumea (New Caledonia), Suva (Fiji), Honiara (Solomon Islands) and Pohnpei (Federated States of Micronesia). It supports member countries in improving the health of Pacific Island people and communities by providing assistance in public health surveillance and the prevention of communicable and non-communicable diseases. Under PHD's strategic plan 2013-2022, the division is organised into two programmes: (i) Research, Evidence and Information (REI), and (ii) Policy, Planning and Regulation (PPR). REI focuses on developing the evidence base and information for policy and actions directed at strengthening core public health functions in member countries and territories. The aim is to enable and support members to respond effectively to all public health threats rather than single disease or risk factors. PPR focuses on supporting the development of appropriate policy options in member countries in order to improve the health of Pacifi
c people and contribute to national development plans. PHD's overall goals are to: (i) improve population health and well-being, and prevent disease and injury; (ii) reduce gender disparities in health; and (iii) reduce the incidence of prevalent and/or priority diseases. Priority areas are: (i) non-communicable disease (NCD) prevention and control, including major risk factors; (ii) communicable disease surveillance and response; and (iii) sexually transmitted infection (STI) prevention and control, including HIV/AIDS.
The role - The NCD Adviser (Public Health Nutrition) is a member of the NCD team and reports to the Team Leader. He/she will offer leadership in the area of nutrition and its relationship to NCDs. The position will provide assistance to countries with nutrition policy development, programme planning, implementation and evaluation to help improve the health of Pacific people. The position will encompass the following major functions:
1. Provide leadership at the regional and national level to assess, identify and address current nutrition workforce capacity, and assess and analyse the current nutritional status in PICTs, identifying gaps and appropriate actions.
2. Provide technical and strategic support for the design, implementation, monitoring and evaluation of country and multi-country nutrition programmes aligned with global, international and national health/NCD and nutrition-related strategies and best practice. Facilitate and encourage the revision and update of national food policy and legislations.
3. Support capacity building initiatives and conduct nutrition training at regional, sub regional and in-country levels as appropriate, in order to sustain the provision of nutrition expertise in the region. ?
4. In coordination with country and SPC NCD teams, synthesise, document and disseminate lessons learned from nutrition programming and interventions. Support the design of programmes, advocacy work and operational research, including publication and presentation of Pacific research, in order to contribute to the evidence base of nutrition programmes.
5. Collaborate on multi-sectoral/inter-departmental initiatives contributing to the overall goal and objectives of national NCD strategies. Maintain and develop a network of nutrition practitioners in the Pacific. Contribute as an active participant of the NCD team, PHD and work in collaboration with other divisions and sections within SPC, as required.
The profile - SPC seeks a degree- qualified Public Health expert with the proven successful ability to assess and develop strategies to address current nutrition workforce capacity, and identify gaps and appropriate actions. The NCD Adviser will have thorough knowledge of accepted and emerging concepts, principles and practices of public health nutrition, and their application to the prevention and control of NCDs. He/she will be familiar with government and non-governmental organisation systems among Pacific Island countries. Key attributes of the candidate include demonstrated extensive work experience in public health nutrition, health promotion and community development, along with a strong ability to implement a sector-wide response to public health issues, particularly in the area of nutrition. Experience in the development of legislation, healthy public policies, environmental and structural approaches that improve food and nutrition-related health outcomes are also essential.

Key selection criteria
1. Qualifications
Masters of Public Health in Nutrition and/or post graduate qualification in Dietetics or Nutrition.
2. Technical expertise
- Demonstrated work experience in food security, public heath nutrition, health promotion and community development.
- Thorough knowledge of accepted and emerging concepts, principles and practices of NCDs and nutrition.
- Understanding of Pacific Island social and cultural values and their relevance to health and nutrition programmes and interventions.
- Demonstrated ability to implement a sector-wide response to public health issues, particularly in the area of NCDs and nutrition.
- Proven track record in the development of legislation, healthy public policies, environmental and structural approaches that improve food and nutrition related health outcomes.
3. Language skills
Proficiency in English, with a working knowledge of French being an advantage.
4. Interpersonal skills and cultural awareness
Good interpersonal skills, a team player with the ability to network and work effectively in a multicultural setting. Cultural sensitivity is essential, as is a demonstrated understanding of developing country environments, with knowledge of Pacific Island countries and territories (PICTs) being an advantage.
Salary, terms and conditions
Required start date - This position is to be filled as soon as possible.
Remuneration?-?The?NCD Adviser (Public Health Nutrition) is a Band 11 position within SPC's 2015 salary scale, with a starting salary range of 2,773-3,467 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,894-9,868 (USD 4,214-5,268; EUR 3,201-4,001). Please check published daily market rates for current currency conversions. An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fijian nationals employed by SPC in Fiji will, however, be subject to income tax.
Benefits?-?SPC provides a housing allowance of FJD 1,170-2,625 per month. Establishment and relocation grant, removal expenses, airfares, home leave, medical insurance and education allowances are available for eligible employees and their recognised dependents. Employees are entitled to: 25 days annual leave and 30 days sick leave per annum, life insurance, and access to SPC's Provident Fund (contributing 8% of salary to which SPC adds a matching contribution).

The role - The Non Communicable Diseases Officer will provide technical assistance to countries in NCD policy development, programme planning, implementation and evaluation, to help improve the health of Pacific people, with a priority to the Francophone members of SPC: New Caledonia, French Polynesia and Wallis and Futuna. She/He also provides basic web maintenance and administration of The Pacific NCD Network website and the Pacific Diets website. The NCD Officer ensures the efficient coordination of administrative and financial functions for the PPR Programme.
The position of NCD Officer encompasses the following major functions or Key Result Areas:
1. NCD support and technical assistance in the areas of capacity building, research/knowledge exchange and multi-sectoral approach/networking for members
2. Programme and website administration
3. Financial management
The profile - SPC seeks a team player with strong public speaking and presentation skills. Excellent organisational and project management skills, along with an ability to exercise good judgement when applying standards, and strong analytical skills, will be critical in this position. A flexible approach to competing demands, and accuracy and effectiveness in processing financial data, will be crucial in the assessment of NCD programmes and determination of in-country needs. The ability to prioritise daily tasks to meet targets and deadlines, and to follow up on actions and reporting according to the organisational guidelines.
Key selection criteria
1. Qualifications
Graduate in a health-related field (e.g. nursing, dietetics), with a formal graduate level qualification in business administration, project management or related discipline, with excellent knowledge in financial management.
2. Technical expertise
. At least five years of working experience addressing NCDs as a priority
. In-depth knowledge of NCDs. At least five years' full-time work experience in an administrative role
. Demonstrated excellent understanding of project management principles
. Demonstrated advanced computer skills, particularly in website content administration.
3. Language skills
Proficiency in English, with a working knowledge of French being an advantage.
4. Interpersonal skills and cultural awareness
