Starting with July 11th 2008, a simplified regime for transiting the territory of Romania shall come into force, being applicable to the foreign citizens that need visa.
Romania shall recognize unilaterally certain documents as being equivalent with the national visas in case of the citizens of non-member states transiting the territory of Romania, for whom it is compulsory to have visa1].
So, these citizens may transit Romania, during a period that does not exceed 5 days, without priory obtaining a Romanian transit visa, if:
1. they are holders of one of the following visas and documents issued by the European Union Member States enforcing integrally the Schengen acquis (Austria, Belgium, Czech Republic, Estonia, France, Finland, Germany, Greece, Italy, Latvia, Lithuania, Luxemburg, Malta, Netherlands, Poland, Portugal, Spain, Slovenia, Slovakia, Sweden, Hungary) as well as by Denmark, Iceland, Norway:
a "uniform visa" (Schengen visa) (mentioned in article 10 of the Convention implementing the Schengen Agreement);
a "long-residence visa" (mentioned in article 18 of the Convention implementing the Schengen Agreement);
a "residence permit", included in annex IV to the Common Consular Instructions.
2. they hold a valid short residence visa, a long residence visa or a residence permit, issued by Bulgaria (according to the annex to the Decision 582/ 2008) and Cyprus (according to the annex to the Decision 895/ 2006);
3. they hold a valid residence permit issued by Switzerland and Liechtenstein (according to the annex to the Decision no 896/ 2006/ EC).
The Ministry of the Foreign Affairs draws attention upon the following aspects:
The validity period of the above mentioned visas and documents must cover the transit duration;
Even if these foreign citizens are exempted from the obligation to obtain Romanian transit visa, they must hold a valid identity document in order to cross the border, as well as documents proving the travel scope and conditions and prove they have enough subsistence means for the transit period (entrance conditions established in article 5 (1) of the Regulations 562/ 2006 of the European Parliament and Council of 15th March 2006 - Schengen Borders Code);
Ehe entry of the citizens of non-member states, whose names are on the national warning lists or who represent a threaten for the national security, public order or international relationship, may be refused.
