Below I will try to answer your questions.
Firstly, I do not believe that it matters who owns the boat or where it is registered. I believe that it is of great importance that the boat is not used from one river to another, from water to water, which has to do with the danger of contamination. There are quite strict restriction on the matter which concerns bringing fishing equipment between rivers and fresh waters. If the regulations are violated somebody may end up paying fines.
If there exist a private ownership: then you may need a consent from the landowner, as well as a consent to fish.
Concerning the boat and to which degree you can use the boat: you may contact the local police authorities in the area you plan to use the water: check:
1. If you need permission to use the boat
2. If you need a fishing card etc.
3. Which restrictions exist to disinfect equipment
4. If you need a consent from the landowner
The local police are the best source of information when it comes to the above mentioned questions.
You may need to pay a fishing charge for the coastline distance.
Anyway, the local police authorities in Norway may be to further help and assistance with regards to you questions.

horse powers Suzuki. The boat and the engine were registered by the authorized state structure of the Russian Federation - the Government
inspection for small-sized crafts of the Ministry of Emergency situations of Russia in the city of Saint-Petersburg.
Can we steer the boat with the engine along the rivers, lakes and coastal sea waters of Norway?
