I wanted to post this review as an update to our refund process. In my original review I stated that filing a complaint with the Civil Aeronautics Board would result in the refund being processed. Turns out I was wrong.
The only reason we received our refund was due to our bank reversing the payment, it had nothing to do with the aeronautics board. Our bank asked us to send on all correspondence with the company, we also sent on the huge amount of negative reviews on TripAdvisor/Google to show how many people are affecting by this scam company. The reversal was processed extremely quickly. File your complaint with the Civil Aeronautics Board, but also contact your bank as soon as possible. I highly doubt the refund would have ever been processed without this.
I write this updated as recently, we received a reply from air Juan in relation to our complaint filed with the Civil Aeronautics Board. It has been over 2 months since we filed that complain, and they STILL insist that they're in the process of filing the refund, what a joke. They also said in the email that they offer two methods of refund - one being through their waiver and the other through reversal of payment from the bank. This is the first time I've seen this stated by them. If I was to guess, it seems like they don't want to process the refund themselves and are just waiting for the purchase to be reversed.
Get on to your bank IMMEDIATELY. Send them everything you can, the refund is unlikely to be processed by this company. A true shame. This company puts a huge negative mark on The Philippines.
