Article 51 of the Visa Code states that operational instructions on the practical application of the provisions of the Regulation should be drawn up with a view to ensuring harmonised implementation of these provisions. A Handbook for the processing of visa applications and the modification of issued visas has been drawn up.
Member States shall:
– transmit the Handbook referred to in Article 1 to the authorities competent for the organisation and functioning of visa sections and cooperation between Member States’ authorities at central and local level
and
– instruct the above mentioned authorities to use the Handbook as a guide when organising visa sections and cooperating with other Member States’ authorities at central and local level.
2. Member States shall also use the Handbook for the purpose of informing consular staff to be affected to consular duties, in particular with respect to the tasks and functioning of local Schengen cooperation.
В самом хендбуке написано:
It is impossible in a Handbook to set up operational instructions providing clear guidance in each and every individual case that might occur. In such cases where no clear guidance is given, consular staff shall process visa applications in full compliance with the spirit of the common visa policy.
(И принцип to avoid unnecessary burden and costs for the visa applicant прописан явно в соответствующем разделе)
В недавнем заявлении тоже подчеркивается, что
Harmonised rules will apply to multiple entry visas to better prevent "visa shopping" and to reduce costs and save time for Member States and frequent travellers
