Please refer to your email dated December 17, 2008.
2 You may wish to note that ordinary Russian passport holders may be granted a 96 hour visa-free transit facility (VFTF) on arrival here if they are in transit to a third country. They are required to fulfill the following transit conditions before a VFTF can be granted:
(i) They are in transit to a third country; and
(ii) They hold a valid passport, a confirmed onward air-ticket, entry facilities (including visa) to the third country and have sufficient funds for the period of stay in Singapore; and
(iii) They continue their onward journey to the third country within the visa free period granted.
The granting of VFTF is determined by the Immigration & Checkpoints Authority (ICA) officers at the point of entry.
3 As such, should you foresee the need to enter Singapore, you are advised to apply for the required entry visa, so as to facilitate your entry into Singapore. In addition, you may wish to note that if a passenger stays within the transit area of the airport and does not leave its precincts, no entry visa would be required since there is no immigration clearance. He/she will then be allowed to take the connecting flight to continue with his/her journey to his/her next destination.

Subject visa information inquiry
Dear Sirs,
I am the citizen of Russia and I would highly appreciate your official confirmation by e-mail that I do not need Singapore VISA when I travel in transit to the third country within 96 hours.
The reason I send you such inquiry is that I have a friend who faced the problem when people from Air Asia in Kuala Lumpur refused him to board on a plane to Singapore without Singapore VISA (he also was in transit to Russia). So, some people from Air Asia do not know Singapore immigration laws, which can really cause great problems for Russian travelers.
I would like to show your reply to Air Asia people if such situation take place.
