Your mother needs to apply for a so-called “Certificate of Good Conduct” from Germany (“Polizeiliches Führungszeugnis”). You can find all information on the application for this certificate under the following link:

Please note that your mother’s signature needs to be notarized. Apparently this can be done through a Russian notary with a so-called “Apostille”. You can find more information on this under the following link of the German Embassy in Moscow – I believe the form would first have to be translated into Russian since the Russian notary will only certify documents that are in Russian. After the application has been filled out, signed and notarized, it needs to be sent to the “Bundesamt für Justiz”. Please refer to the information in the first link for the address. They will then issue the Certificate of Good Conduct and send it to the address noted on the form. Please note they will not issue the Certificate until the fee has been transferred to their account (mentioned on the form).
