Обон не является официальным праздником, поэтому все должно работать, единственное с чем могут быть проблемы, это транспорт

Obon is not as bad as people make out. Firstly, it's not a declared national holiday so most people have to go to work and don't have a vacation. Secondly, Obon is not the same time everywhere in Japan. Crowds will come into Kyoto & depart. Sure the trains will be busier than usual on the Kyoto-Tokyo route. Sunday will be busiest on that route as people return to Tokyo. Some people may only go home for the weekend.
It's nowhere as busy as Golden Week in May when everyone gets the consecutive national holidays off work and school.
I wouldn't be concerned all that much about the trains with your itinerary.
Actually I'd be more concerned about the heat in August than anything else - esp. with young children and elderly parents. The heat will be oppressive so don't plan too much walking outside.
