я встречал вакансии для поваров на ресортах островов кука (например, тут: http://www.therarotongan.com/pages/empl ... areers.cfm) и фиджи. потребуются рекомендательные письма. походите по сайтам крупных ресортов, время от времени там мелькают эти позиции.

The Government of the Republic of Nauru (RON) is seeking to improve the efficiency in RON fuel supply management and tank farm operation through establishing a Fuel Policy guideline and securing a long term Fuel Supply and Terminal Operator management contract. Requirements:
· Bachelor’s degree graduate in natural resource management or an environmental related subject and Masters Degree in relevant sciences, social sciences or business administration
· Eight to ten years’ experience in a regional or national environmental policy advocacy-based organisation, preferably within the Pacific Island region, with a background in sustainable natural resources management and/or environmental footprint issues.
· Demonstrated ability in development, management and delivery of large-scale programmes, in particular, in effective planning and management of financials, large budgets, strategic plans and programme teams.
· Experience in strategic planning and managing of the delivery of those plans using various monitoring systems
· Demonstrated ability to raise large funding for programmes with diverse donor partners.
· Excellent knowledge of the global and/or Pacific Islands region conservation arena, key players, and policy processes.
· Demonstrated leadership ability towards both conservation and operations-support team(s).
· Demonstrated ability to enter into complex funding partnerships with a range of stakeholders and actors.
· Demonstrated ability in policy advocacy on sustainable resource management, conservation or footprint issues at national and preferably at a regional level.
· Excellent communication skills, fluency in both written and spoken English. An understanding of Fijian, Hindi or other Pacific languages would be advantageous but not essential.
· Experience in business management would be advantageous.
· Strong commitment to conservation and development issues and ability to cope with varied workloads.

UNICEF is seeking a consultant to assess the current situation of HIV/AIDS/STI in Kiribati. The consultant is to evaluate the impact, effectiveness and adequacy of the national response to HIV, AIDS and STIs.


The consultant will be required to:
· Analyze the current national response to HIV, AIDS and STIs with an emphasis on the strategy, coverage and quality as well as accessibility, affordability, and client-friendliness;
· Collect and analyze available epidemiological data on HIV, AIDS and STIs dynamics, services;
· Examine the appropriateness of different interventions in relation to the epidemic situation in Kiribati. ;
· Analyze the current M&E systems on HIV, AIDS and STIs;
· Conduct institutional assessment of key institutions involved in national AIDS responses, particularly National AIDS authority.
· Produce a concrete evidence base and gap analysis upon which to develop the new NSP priority areas and justify the need for the submission of proposals to the GFATM and/or for the mobilization of other resources.

QUALIFICATIONS AND SPECIALIZED KNOWLEDGE/COMPETENCE REQUIRED.
· At least a Master’s level university degree in Public health and Social Sciences or other relevant disciplines;
· Minimum 10 years progressively responsible professional work experience at national and international levels in HIV and AIDS programming.
· Relevant previous experience in reviewing STI/ HIV and AIDS programs and projects at the national level
· Excellent organizational and communication skills
· Experience in organizing trainings and workshops for different level stakeholders
· Fluency in spoken and written English

REMUNERATION AND TYPE OF CONTRACT:
The selected individual will be required to work for 20days on a special service agreement (SSA) contract with UNICEF Pacific.
DUTY STATION AND TRAVEL:
The consultant will be based at the UNICEF Field Office in Kiribati and will be provided with office space. Wi-internet connection will be provided by the UNICEF office. Consultancy related travels will be facilitated by UNICEF. Travel related costs are included.

The Government of the Republic of Kiribati has received financing from the World Bank (multiple grants from AusAID, GEF, PHRD and GFDRR) toward the cost of the implementation of Kiribati Adaptation Program (KAP) - Phase III, and intends to apply part of the proceeds for consultant services.
KAP has been operating since 2003 as one of the first climate change adaptation programs to be implemented. The Project Development Objective of KAP III is to improve the resilience of Kiribati to the impacts of climate change on freshwater supply and coastal infrastructure.
To lead KAPIII, an exceptional project manager is needed who will manage the Project Management Unit and ensure that KAP III is delivered, monitored and evaluated to international standards and according to its development objectives. This includes planning and coordinating the day-to-day implementation of KAP III components and activities; ensuring timely procurement of necessary goods, works and services and effective use of project resources; providing guidance and support to the Office of The President and relevant line Ministries/agencies; and liaising with the project financing agencies.
The Project Manager will have:
• A recognized tertiary qualification in a discipline relevant for the assignment (e.g. engineering, economics, business administration, financial management, water resource management, environmental and social sciences, climate change, etc).
• Demonstrated recent experience, of at least eight (8) years, in the public and/or private sectors with at least three (3) years in a management position.
The Office of The President (Office of Te Beretitenti – OB) now invites eligible individuals to indicate their interest in providing the services. Interested individuals must provide information indicating that they are qualified to perform the services (curriculum vitae with description of experience in similar assignments, and similar conditions, etc.).
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, and revised in October 2006 and May 2010.

1. INFORMATION ABOUT THE FORUM FISHERIES AGENCY
The Forum Fisheries Agency (FFA) was established in 1979 in response to the member countries’ desire to promote regional cooperation and coordination in respect of fisheries issues and their concern to secure maximum benefits from the living marine resources of the region, in particular the highly migratory species.
Under the 1979 FFA Convention, the Forum Fisheries Agency consists of the Forum Fisheries Committee (FFC) which is the governing body, and a Secretariat. The Agency presently has seventeen members, each of which is represented on the FFC. The Convention places the seat of the Agency at Honiara, and an Agreement between the Agency and the Government of Solomon Islands defines the diplomatic status of FFA.
The Secretariat, with a current establishment of approximately seventy five positions, is organised into four divisions; Fisheries Management, Fisheries Development, Fisheries Operations and Corporate Services. FFA is led by an executive management unit headed by the Director General.
2. TERMS OF REFERENCE – SYSTEMS ANALYST
Overview of the Position
Key Accountabilities
· Responsible for the implementation of appropriate technology activities in the Agency headquarters, including the local area network, domain servers and database systems.
· Responsible for the identification, development and implementation of information systems that will be identified through the FFA Strategic plan and business plan.
· Responsible for the maintenance and integrity of the Corporate Data Model (CDR), FFA’s migration from CDR to TUFMAN, and their relevance to FFA's work programme.
· Assist in the identification, evaluation and installation of the Agency and member countries' fisheries related, computer hardware and software requirements.
· Contribute to user training in relation to computer systems and applications, and conducting computer oriented fellowships.
· Maintain currency with computer industry changes and technological developments. Identify, research and advise on new developments in the computer industry which have the potential to impact on the activities of FFA and the fishing industry.
· Design, manage, and implement information technology related projects.
· Undertake other duties as directed.
Person Specification / Selection Criteria
Essential Requirements
· Appropriate tertiary qualifications in computing, business management and/or related disciplines;
· At least 5 years experience on technology systems including distributed and client/server database systems, ORACLE or postgreSQL RDBMS, LINUX and Windows servers, TCP/IP based networks, Internet and web based applications;
· Development experience in Java, PHP and Microsoft Access;
· Proven hands-on technical knowledge and experience to work with a small team of dedicated IT professionals that supports the technology and communication needs of the FFA Secretariat and member countries;
· Must be innovative and motivated person with a strong technical background in information technology;
· Ability to develop appropriate technology solutions, and to deliver and transfer that knowledge to member relevant ITC staff members in the island member countries; and
· Excellent oral and written communication skills in English;
· Ability to work as part of a small inter-disciplinary team.
Desirable
· Appreciation of the challenges and the range of potential solutions suitable for problems facing small island countries that are members of the Agency;
· Prior experience working in the Pacific and/or a developing country situation; and
· Prior experience in a similar size organisation.
3. ADMINISTRATIVE INFORMATION
Tenure: An initial fixed term contract of two years will be offered with performance related renewal for a further two years. The position is required to be competitively advertised at the end of six years.
Remuneration: The position is offered at Grade I of the FFA Salary Schedule for Positions Advertised internationally (formerly known as Professional Staff) plus benefits including COLDA and Location Allowance. The base salary ranges from SDR$24,548 to SDR$34,379 per annum. (This is equivalent to US$38,000 to US$53,200 pa at current exchange rate).
The following conditions and allowances are also provided:
Housing: Housing assistance is provided by FFA at 75% of the market rental value.
Insurance: Limited cover for Personal Accident, Life, and Medical & Repatriation Insurance are provided. Reasonable family medical (including medical repatriation), dental and optical expenses are met.
Annual Leave: 30 working days per annum.
Public Holidays: In accordance with Solomon Islands public holidays.
Leave passage: Entitled to return airfares to place of recruitment for every completed year of service except in terminal year. Airfares cover staff, dependant spouse and children.
Retention Incentive: 14% of basic salary in final year, payable on completion of a two year contract.
Removal Expenses: *Removal and travel expenses to place of recruitment and a repatriation allowance of two weeks of base salary.

6. SOLOMON ISLANDS
Solomon Islands consists of a chain of six large islands and numerous smaller ones, stretching over 1,400 km.
The total land area is 28,530 sq. km of which the largest island, Guadalcanal, has an area of 5,600 sq. km. Other major islands are Choiseul, New Georgia, Santa Isabel, Malaita and Makira.
Solomon Islands is located between 5 and 12 degrees south latitude and 155 and 170 degrees east longitude. Due west is Papua New Guinea and to the south-east are the islands of Vanuatu and New Caledonia. To the south-west across the Coral Sea lies Australia. The capital, Honiara, on the island of Guadalcanal, is approximately 2,100 km north-east of Brisbane.
The climate is tropical but influenced by the surrounding sea and trade winds. The cooler season is from April to November when the south-east trade winds blow. From November to April the north-west winds bring higher temperatures and occasional tropical cyclones. Rainfall generally is high averaging 3,000 mm per year. However, Honiara, the capital, is somewhat drier with an average 2,000 mm. Daytime temperatures usually exceed 27 degrees Celsius. In general, temperature ranges from 20 to 34 degrees Celsius all year round.
Education for non-Solomon Islands citizens is available at the Honiara International School in Honiara up to Grade 6. The School is currently adopting the Queensland (Australia) curriculum. Honiara International School has about 150 pupils of which more than half would be Solomon Islands citizens.
Expatriate employees of the Agency are accorded partial diplomatic privileges by the Solomon Islands Government. First entry privileges allow the importation free of duty of items such as a motor vehicle and personal effects within the first 6 months of arrival date. The Director-General and Deputy Director-General are accorded full diplomatic privileges.
There is a self-funding staff club which provides some facilities for staff and their families including a mini-gym, tennis court, pool table, and darts.
Honiara, with a population of approximately 46,000, has a Yacht Club, a Golf Club, and two casinos. There are three supermarkets, although prices of groceries can be quite high as most items are imported and stock levels will depend on shipping arrangements. A large market with local produce operates daily in central Honiara, except Sunday. Electricity is also expensive although hot water systems are solar-powered and stoves are commonly run on bottled gas. There are basic medical facilities with 3 or 4 doctors with private practices, and a central hospital. Facilities at the hospital are limited, and vaccines in Honiara are not always readily available. Optical services in Honiara and dental services are a bare minimum with specialist treatment needing to be obtained overseas.
The commercial banks in Honiara are Westpac, ANZ, and the Bank of South Pacific (BSP). The following are some of the current BSP exchange rates for the Solomon Islands Dollar (SBD): (as at 17 June 2010) Please note that the exchange rates do change daily.

International air services are provided by Solomon Airlines, Air Niugini Air Vanuatu and Air Pacific. Resident diplomatic missions are maintained by the United Kingdom, Australia, New Zealand, Papua New Guinea, Japan, Taiwan and the European Union. There is also a United States Consular Agent office and the Australian High Commission also acts as an agent for Canadian citizens.
There are several radio stations (AM & FM) and five video rental shop. Currently the Solomon Telekom is able to broadcast BBC World and ABC Asia Pacific TV programs. To watch these TV programs, the equipment required is a TV monitor and a VHF antenna. Recently, a new local TV channel has started and this requires a UHF antenna. AsiaSAT and AsiaPacific satellites are also accessible with the right equipment. There are three pharmacies and a few restaurants including one in each of four main hotels.
The coast around Honiara has some coral reefs. There are some black sand/coral rock beaches a short drive west of the town. Scuba diving is quite popular and there are several World War II wrecks available to divers. FFA-arranged staff insurance cover does not extend to diving activities or any hazardous sports.
Electricity supply can be unreliable sometimes in many parts of Honiara. It is advisable to always have a torch or some candles and matches on hand.
Phone and Internet access is good, and a digital mobile phone system has been installed for the Honiara region, although coverage is limited.
The town water supply may be unreliable sometimes and it is advisable for water be boiled before drinking. Many houses in Honiara are additionally fitted with rainwater tanks to provide a fresh water supply.
Malaria is endemic in Solomon Islands and you are advised to seek independent medical advice on this and other issues associated with living in the tropics, in a developing country. Children should be fully immunised, especially against hepatitis, tuberculosis, tetanus, diphtheria and whooping cough. Some medical authorities also suggest immunisation for cholera and typhoid.
In terms of transport, there are many taxis and mini-vans operating in Honiara but public transport after dark may be difficult. New and used vehicles are available in Honiara and diesel and unleaded fuel are available. Some people order Japanese used vehicles on the internet. A popular site is www.japanesevehicles.com .
The Agency assists professional staff to locate suitable housing. Where an FFA owned house is available, and it is suitable for the respective family, staff are expected to accept these properties. Properties are well maintained. The housing market is difficult at the moment because the local economy is going through a period of rapid development but we are normally successful in obtaining quality property rentals. Most properties are security fenced and the FFA currently provides an allowance for night security guards.
Law and order in Honiara has greatly improved since the arrival of the Australian led Regional Assistance Mission to the Solomon Islands (RAMSI) in July 2003. Whilst applicants are advised to check the travel advisaries issued by governments with Diplomatic representation in Honiara, the FFA’s expatriate staff report Honiara to be a safe environment with security incidents probably less common than are normal in city areas of developed countries. Nationals whose governments have diplomatic representations in Honiara are advised to register with their relevant offices on arrival in the Solomon Islands.

Серж ну они правда страшные.. преступность там отвязная

не могу судить, я там не был. а есть какие-то данные? вроде как самый высокий уровень насилия в этом регионе на папуа-НГ.

Покопал.. действительно не так всё страшно.. несколько мокрух за полгода, ограбления и т.п. По нашим меркам децкий сад.

Хониара правда стрёмная в определённых районах даже днём..для белого естественно

У меня чел просто туда ездил за деревом и стращали его так что они из отеля носу не высовывал..но я так понимаю в то время там ситуация была мутной очень...

Радует что там австралийская полиция серьёзно работает.

The WWF-South Pacific Programme Office (located in Suva-Fiji Islands) leads the implementation of WWF’s priority marine programme activities for South West Pacific as well as a coordination hub for relevant Pacific wide regional issues.
COMMUNICATIONS MANAGER

Requirements:

The Program Officer will report to Dr. Walter Reid, Program Director, Conservation and Science Program, and will work closely with a Program Associate and a consultant based in or near the Western Pacific. This is an excellent opportunity for a professional with regional expertise and a desire to work at the interface of conservation, community development, and policy.
Primary Duties and Responsibilities
The Program Officer – Western Pacific Coastal and Marine Conservation will perform the following and other duties as assigned:
• Manage a grant budget of approximately $4 million, ensuring effective allocation of resources to grantees in the Western Pacific region.
• In partnership with Foundation staff and other organizations, lead the design of the subprogram’s five-year grantmaking strategy.
• Empower and enable grant recipients to achieve real impact through specific policy and programmatic objectives.
• Manage two subprogram staff, providing guidance and coordination on all work products.
• Clearly and consistently communicate with grant recipients and other potential partners in a transparent, timely, and respectful manner.
• Review and resolve legal, financial, and technical issues raised by specific grants and grant reports.
• Complete high quality docket materials, including strategy documents, dashboards, etc.
• Think strategically and manage complex processes involving multiple institutions and individuals in a team arrangement.
• Manage grant proposal processes and contribute to the shaping of proposals as needed.
• Research and conduct analyses in areas of strategic priority.
• Develop reviews and summaries for Foundation leadership and board members that address key activities, progress, and issues.
• Contribute actively as a member of the Conservation and Science program team.
• Represent the Foundation and the Conservation and Science program to external audiences.

Professional Qualifications
The successful candidate will have the following minimum qualifications:
• 5–10 years of relevant experience
• A graduate level degree in a related field (or equivalent experience)
• Recognition as a sustainable development and/or conservation leader
• International experience including significant experience in the Western Pacific and/or Southeast Asia
• Familiarity with key NGO, academic, and governmental institutions involved with coastal and marine issues in the Western Pacific region
• Experience working with a variety of stakeholders, including NGOs, government agencies, and the business sector
• Demonstrated success in program development, evaluation, and management
• Staff management experience, with the ability to motivate and inspire team members
• Intellectual agility and ability to analyze, conduct research, think critically, and understand scientific and policy studies that are directly relevant to programmatic funding areas
• Exceptional written and oral communication skills
• Ability and willingness to participate in and coordinate administrative duties as required
• Experience with grantmaking desirable but not necessary
• Fluency in Bahasa Indonesia desirable but not necessary

почему нет смысла?

Так как за 5-8 лет, что понадобятся на подтверждение диплома врача этих вакансий уже не будет.

почему это? российский/советский диплом вполне подходит плюс рекомендации (с переводом, разумеется). в африке и азии работают полно выпускников советских вузов (кстати, в советское время встречался с ребятами из тонга, тувалу и кирибати, которые учились в нашей мореходке).
да, возможно, имеются страны с ограничением по происхождению диплома, но наш форум просматривают люди не только из россии/снг. ими вполне могут быть "наши" выпускники штатовских/британских/etc вузов. а чем ТАМ больше будет "наших", тем всем нам будет лучше. разве нет?

Ещё раз Вам говорю - действительно хорошее дело делаете. Я сам всегда читаю Ваши посты.
В Океанию свободно могут попасть выпускники Вузов с Британской системой образования. Например выпускники из AU, NZ ... Всем остальным нужно "подтверждаться" даже выпускнику Johns Hopkins University US, кстати и в России им нужно подтвердиться . Я уже даже и не знаю такой страны, где врача могут взять на работу без экзаменов и резидентуры, тем более специалиста, а не GP
Вот книги только для подготовки к первому (а их 3) экзамену в US (USMLE) Кстати, в US, как и в Океании, Российский диплом признаётся (тебя не отправляют учиться в институт), только его нужно подтвердить, сдав USMLE и поступить в резидентуру на 5 лет, без которой тебя работать не возьмут, даже имея на руках лицензию врача

PS В 2010г. я вентилировал вопрос с Австралией и Океанией - шансов 0% в США мои шансы 50/50

Я говорю, что попасть в AU, NZ, Океанию и занять данную вакансию - практически нереально, так как на это нужно 7-8 лет

Нет, не допускаю, так как такого быть не может. Долго объяснять почему и всю эту систему, скажу только одно, что в Океанию они не полетят
Просто пример:
ENT в Океании получает $35 000 в год.
ENT в AU получает $350 000 в год.
Я думаю, что в Океанию не полетит даже Московский лор из ГКБ.

Нет конечно, не нахожу. Так и в AU ждут и в NZ ждут и в US ждут и в Канаде ждут, но только это не означает, что там ждут наших поликлинических врачей с зеркалом на лбу, которые учатся по учебникам 60-х годов.
А те доктора, кто знает, что такое доказательная медицина, что такое гайды, которые сдали *** на 7.5 и все степы не попрутся в Океанию работать за S35000 в год. А иностранец тем более не будет там работать за эти деньги, имея долг за учёбу примерно $350 000

Конечно, кто-то работает и лечит людей. Вот кто это - для меня загадка
