Sorry, but the process you mention is not permitted unless there is a ship announcement that you are allowed to take such items ashore. Perhaps you have been fortunate to not encounter the sniffer dogs or local gendarmes ... but, your luck may well run out at some point.
Most ports (and countries) are concerned about non-native species infecting their food supply and way of life ... hence, there defiinitely are restrictions on bringing meat, fruits, vegetables, some grains, etc. And, hefty fines for not respecting the country's policy.
