Paraguayan law, for example, allows foreign tourists to purchase weapons that would be illegal in their own countries. The “tourists”—often members of organized narcotrafficking groups from neighboring countries—can then easily transport firearms back home, where they are used to commit a host of crimes and abuses. In Bolivia, existing regulations do not stipulate any criteria with regard to firearms exports, and the only requirements to buy, posses and carry firearms are to be of legal age, and to declare sound physical and mental health and good conduct. Current efforts to revise this legislation do not adequately address these concerns, according to the report.
