Ну раз тема опять всплыла, могу рассказать как было надысь у меня Только личный опыт!
При планировании посещения Бермуды исходил из того, что виза российским гражданам нужна. Но получать естественно ломало, учитывая описанную выше в данной ветке тягомотину. Тем более, что всего-то хотелось заехать в начале сентября на пару дней по дороге из Нью-Йорка в Лондон
Открытые американская (два года) и британская (пять лет) визы были в наличии + непонятно откуда взявшееся, крепнущее с каждым днем желание посетить этот nature and tax heaven в северной части Карибского бассейна.
Что было предпринято?
Написал письмо в
UK Visa Application Centre в Москве, описал исходные данные и намерение посетитить Бермуды в указанные сроки - буквально через пару дней получил ответ:
Dear Denis,
Thanks for writing to us. For Russian citizens for turism it’s not requiered to get a visa for Bermuda.

Travelers will also require evidence of ticketing (or other form of passage i.e. joining a sea vessel) for their return passage ...
Вроде все предельно ясно ... Но читаем дальше И ... бинго! Как раз то, что нужно:
Visa Waivers:The Ministry of National Security introduced the provision for VCNs who are tourist visitors to apply for a visa waiver (a substitute for the requirement for a Bermuda entry visa).
Tourist visitors arriving in Bermuda and who are not in possession of a Bermuda entry visa but who have a return ticket and the required multi re-entry visa for the United States, Canada or the United Kingdom, and a valid passport may be landed.
The Department of Border Control also encourages advance requests for visa waivers. In this case, the application process requires the submission of a
copy of the passport data page and
proof that the person is in possession of a multi re-entry visa for the United States, Canada or the United Kingdom. Advance requests are normally turned around in 2 business days, provided the initial request is complete.
Applications for visa waivers should be made to the Compliance Section, Department of Border Control.
The equivalent fee for a visa waiver, per traveler, is $200.00. There is no form for making an application for a visa waiver. To this end, applications can be made via email (
slambert@gov.bm or
knswan@gov.bm) or by submitting a formal letter (hand-delivery, mail or fax – 295-4115); including copies of the passport data page and the MRV.

Поэтому не откладывая дело в долгий ящик написал и-мейл на указанные выше адреса примерно такого содержания:
Dear Sir/Madam,
With the letter herein I’m kindly asking The Ministry of National Security of the Government of Bermuda to provide me with a visa waiver for the tourist purposes.
My personal data in details is below:
Applicant’s Name: .......
Date of Birth: .......
Nationality: RUSSIAN FEDERATION
Passport: ....... valid through ........
I’m planning to visit Bermuda on my way from the United States to the United Kingdome and spend a leisure weekend in your country. The itinerary days for this visit are from Sept ..., 2012 to Sept ...., 2012.
The photocopies of my passport front page and the valid UK multi-entry visa (valid until ......) are attached to this e-mail.
Please advise if my application is full and correct to obtain the visa waiver. Please also inform on the conditions I have to pay down the waiver fee (in the amount of USD 200.00) – should it be done on my arrival to Bermuda or anyhow else.

И сел ждать ответа. Примерно через неделю напомнил о своем существовании, переслав то же письмо на те же адреса и еще через пару дней пришло вот это:
Good Day Mr. .....,
Attached you can find a copy of your visa waiver letter. Please be aware that while you travel, you have this letter in your possession. You are also required to pay a $200.00 once you arrive at the LF Wade International Airport in Bermuda.

Собственно совету внял, бумажку из pdf распечатал и взял с собой в трип.
Немного подергался потом только в GFK, когда регистрировался на рейс American на Бермуду. Self-registration через киоск не прокатила, наш русский паспорт скан считывать и принимать отказался. Сотрудница а/к поставила меня в специальную очередь "для выяснения" в компанию к стремного вида нигерийцам (?), мающимся у этой стойки с огромными баулами. Но через минут двадцать все было уже в порядке: показал бумажку с visa waiver и меня без проблем зарегистрировали на рейс.
В LF Wade International Airport погранец со стойки отправил меня к специально обученной даме, которая, мило улыбаясь, обменяла мои двести баксов на вот такой вот штамп в паспорте:
