The Programme Coordination Unit (PCU) for GOS/UNDP/GEF projects in Seychelles is seeking a qualified applicant to undertake the following short-term, full-time assignment (INTERNATIONAL CONSULTANCY) to:
UNDERTAKE A DISTRIBUTION SURVEY AND TO ESTABLISH A TRIAL PLOT ON THE CONTROL OF ACACIA CONCINNA, AN INVASIVE ALIEN CREEPER
Aim of Consultancy:
The objectives of this international consultancy are in working together with the national counterpart to:
· determine the distribution of Acacia concinna on Mahe island,
· determine the feasibility of controlling the species, and
· set up a demonstration plot to test various control or eradication/management options.
This work will utilize and build on work done previously on invasive alien species under other consultancies particularly invasive creepers in Seychelles (work funded by the Sustainable Land Resource Management project) and the work on control and eradication of invasive alien species in the Seychelles (funded by the Mainstreaming Biosecurity project).
General Qualifications/Experience and Skills Required:
· Advanced University Degree in agricultural, environmental or biological sciences;
· 5 years minimum field experience and significant work background in weed science or invasive plant species particularly IA creepers;
· Hands-on experience in eradication, control and management of IA creepers in production (agricultural), natural and other land use areas.
· Hands-on experience on control and management of A.concinna would be preferable.
· Experience with field surveys, assessments and monitoring of IA creepers in various land use areas;
· Excellent report writing skills;
· Fluent written and oral communication in English. Knowledge of Creole and French an advantage;
· Knowledge of UNDP and GEF projects and procedures an advantage;

да, попадалась. на сайте министерства общественных работ, транспорта и инфраструктуры правительства самоа. там ещё были нужны геодезисты и специалисты по водоснабжению.
поищите тут: http://www.mwti.gov.ws/
вообще, на сайте правительства смаоа http://www.govt.ws/ есть ссылки на департаменты и министерства. и почти на всех есть раздел вакансии, так что- ищите и обрящете!

Report and publish research results in appropriate peer review format. Perform other duties suitable to the capabilities of the researcher and the facilities.

Minimum Qualifications: Master degree in Agronomy from a US accredited University or a non-USA institution with applicants credentials equated to US standards in the field required with research experience in the specialty for two years. Foreign credentials must be equated to US standards using World Education Services at http://www.comfsm.fm/jobs/positions/2013/. PhD in the field of work is preferred with fours years of work experience. Ability to travel and work in resource poor conditions. Ability to work in a multi-cultural and multi-disciplinary team. Proven ability to develop grant proposal and secure funding from sources other than state and colleges based funding. Proven ability to manage people and funds to satisfy the audit requirements of national and/or international funding agencies. Ability to formulate and work in a team setting, to develop and encourage collaboration with State, National, Federal, Regional and international partners when possible and when necessary. A strong background in Soil Science would be a plus.

Class Definition: Under close supervision, learns and provides a variety of office support activities for the Information Technology Office which may include dealing with students and staff, answering phones, greeting visitors, scheduling appointments or meetings, record keeping, data entry, purchasing supplies and equipments, preparing purchase orders, and other related duties.
Duties: Serve as a receptionist and general help desk resource person for the COM-FSM National campus and other campuses via VoIP communications; Answer telephone and greet visitors; direct calls to appropriate offices/staff or takes message, schedule meetings and conference rooms, provide and receive work order forms, route documents to proper offices/or staff. Prepare correspondence, reports, forms, receipts, purchase orders, vouchers, and other specialized documents relating the IT Office. Keep accurate records and inventory listing of equipments and services. Attend to a variety of administrative details such as keeping informed of office and departmental activities, providing basic technical assistance to students and staff as needed, transmitting information, coordinating IT job request and arranging for training activities and maintenance. Serve on committees and attend meetings as necessary.
Minimum Qualifications: High School Diploma. AS degree, or some college/professional experience preferred. One (1) year of full-time work IT work experience and two (2) years of general clerical and customer services are required. Must have successful experience dealing with clients, performing administrative duties required for this position, and some experience with the types of technologies used at the College. Skills and Ability to: effectively communicate orally and in writing, efficiently use a computer, telephone, and other basic office equipments. Knowledge of: Business English, spelling, arithmatic, filing, copying, and office practices and procedures. Initiative and cultural sensitivity are essential.

Land Use Planning Expert in the Republic of Vanuatu
SPC-GIZ’s Coping with Climate Change in the Pacific Island Region (CCCPIR) program has provided support to the Government of Vanuatu’s Thematic Working Group on Land Use Planning and Zoning (TWG-LUP) to develop a National Land Use Planning and Zoning Policy. The policy mandates the development of national Rural Land Use Planning Guidelines in order to mitigate and adapt to climate change threats, sustainably manage resources and guide the rural planning process.
The overarching objective of these Guidelines Vanuatu’s Rural Land Use Planning Guidelines is to outline the process and methodology to be followed in a rural land development planning context so that customary land owners and land owning groups are empowered to take control of their land resource development; while simultaneously receiving technical advice on land use options and suitability to improve their decision-making capacity.
The Rural Land Use Planning Guidelines should also:
 Guide and advise rural land owners on how best to use their land according to different land characteristics, capabilities and vulnerabilities.
 Provide a mechanism by which government and communities can control investment and development in rural areas, as well as attracting new forms of investment, jobs and income generation to rural areas.
 Serve to enhance the provision of services, from government, NGOs and the private sector to Vanuatu’s rural areas; and further enable the decentralization process.
 Accommodate the diversity of land use contexts in Vanuatu and the varied processes by which customary land owners and communities use and take decisions about land.
 Be implementable by a range of stakeholders (government agency, NGO or community-based organization)
Major Tasks of the Consultant:
A Land Use Planning expert will be required to develop (in collaboration with separately contracted local LUP experts and government officials) integrated set of Rural Land Use Planning Guidelines for the Republic of Vanuatu that take into account considerations of climate change adaptation and disaster risk reduction. Specifically the consultant will
1. Review and report on Vanuatu’s rural Land Use planning experiences, past and present, highlighting key challenges, lessons learned/best practice, and gaps.
2. Draft a series of viable options and formats for a Vanuatu Rural LUP Guideline.
3. Draft an integrated set of Rural Land Use Planning Guideline Documents including 1) A guideline on land characteristics, capabilities and vulnerabilities and 2) a LUP manual in the form of “steps to be taken” in order to undertake a comprehensive, participatory, inclusive and government-sanctioned planning process. 3) A rural LUP Implementation Plan document including roles/responsibilities, available tools, and implementation hints.
4. Jointly organize and facilitate consultation and validation workshops covering representatives at the national, provincial and local levels
Qualifications
The LUP Expert should have:
 An advances degree in Land Management & Planning and Public Policy or similar.
 Proven work experience of at least 5 years in the land use planning and policy sector, preferably in the Pacific.
 Excellent knowledge and experience of national policy development and legislative processes (Machinery of Government) preferably in a Melanesian context.
 Excellent knowledge of natural resource management issues, including community-based management, land tenure systems, and land management issues in Vanuatu or the Pacific.
 Understanding of international & regional processes and guidelines relating to land use and climate change.
 Have an up to date technical understanding of implementing LUP in terms of Geospatial Information Technology needs and requirements.
 Excellent communication and analytical and reporting skills.
 Excellent verbal and written English required, knowledge of French and Bislama is an advantage.
The duration of the consultancy will be 14 days, with all tasks completed by 31 December 2012. The duty station will be Port Vila, Vanuatu. The goal of the Oceanic Fisheries Programme is to ensure that fisheries exploiting the region's resources of tuna, billfish and related species are managed for economic and ecological sustainability, using the best available scientific information.

The role – The Fisheries Information Specialist is accountable to the Director of the Fisheries Aquaculture and Marine Ecosystems Division and supervises a team of two staff. The role is responsible for the development, coordination and delivery of a range of strategic communications, publications and information products on fisheries issues, to ensure that policy makers, fisheries stakeholders and the general public are informed about fisheries issues and SPC’s efforts to address them. The appointment is for three years, renewable subject to performance and funding availability.
The profile – SPC seeks a communications specialist with a track record in developing technical fisheries communication strategies and products, and good knowledge of current regional fisheries issues, ideally in the Pacific Islands region. He/she will be a collaborative manager and team player with excellent communication skills in English and French, and the representational and interpersonal skills required to work effectively with diverse stakeholders and partners in a regional context.

Key result areas – The successful applicant must be able to demonstrate strong ability and/or potential to progress in the following four key result areas:
1. Development of communication and information products – Contribute to the development of fisheries policy briefing materials; coordinate the preparation and distribution of key fisheries information and policy documents for the Pacific Islands region; assist member countries and territories with the development of strategic national fisheries policy documents; manage the production of fisheries publications, newsletters and bulletins, working with editors and contributors on technical content; coordinate the release of divisional information to regional media; and develop and maintain the divisional and Coastal Fisheries Programme websites.

4. Resource management – Assist the Director in developing annual work plans, reports and strategic planning to ensure that the work of the section meets the needs of SPC members and other programme clients; manage staff and the section’s activities to deliver on annual work plans within budget; conduct staff appraisal and performance planning; and contribute to SPC corporate publications and reports.
Key selection criteria – candidates will be assessed against the following eight key selection criteria:
1. Resource management – Demonstrate ability to manage and motivate staff and coordinate collaborative communications activities in a complex regional environment.
2. Innovation and analytical skills – Able to generate new ideas, based on sound analysis.
3. Results oriented problem solver – Able to develop solutions to deliver tangible results for SPC, its members and other stakeholders.

A working knowledge of information technology tools including databases and web-based queries and dissemination facilities, with an ability to master new information technologies; strong verbal and written communication and presentation skills in English and French.
7. Language skills – Proficiency in English and French.
8. Cultural awareness – Cultural sensitivity and demonstrated understanding of developing country environments, with knowledge of Pacific Island countries and territories being an advantage.
Remuneration – The Fisheries Information Specialist is a Band 11 position in SPC’s 2012 salary scale, with a salary range of 3,589 –5,182 SDR (special drawing rights) per month, which currently converts to approximately XPF 485,711–701,280 (USD 5,100–7,400; € 4,000–5,800). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not subject to income tax in New Caledonia at the present time.
Benefits – SPC provides subsidised housing in Noumea. An establishment and relocation grant, removal expenses, airfares, home leave, medical insurance and education allowances are available for eligible employees and their recognised dependants. Employees are entitled to: 25 days annual leave and 30 days sick leave per annum; life insurance; and access to SPC’s Provident Fund (contributing 8% of salary to which SPC adds a matching contribution).

Class Definition: The position of Agronomy Researcher is directly responsible to the State Coordinator for Cooperative Research and Extensions with management support from the Pohnpei Campus Director and the VPCRE. Minimum Qualifications: Master degree in Agronomy from a US accredited University or a non-USA institution with applicants credentials equated to US standards in the field required with research experience in the specialty for two years. Foreign credentials must be equated to US standards using World Education Services at http://www.wes.org. PhD in the field of work is preferred with fours years of work experience. Ability to travel and work in resource poor conditions. Ability to work in a multi-cultural and multi-disciplinary team. Proven ability to develop grant proposal and secure funding from sources other than state and colleges based funding. Proven ability to manage people and funds to satisfy the audit requirements of national and/or international funding agencies. Ability to formulate and work in a team setting, to develop and encourage collaboration with State, National, Federal, Regional and international partners when possible and when necessary. A strong background in Soil Science would be a plus.

The Programme Coordination Unit (PCU) for GOS/UNDP/GEF projects in Seychelles is seeking a qualified national consultant to undertake the following short-term assignment:

Economist – Gender Inequality Econometric Modelling
Gender inequality in education, employment and health exists throughout the world and, as recognised by the 2012 Pacific Islands Forum, is of priority concern in the Pacific. Not only does this inequality negatively impact the well-being of the women who are being discriminated against, but has a negative impact on the whole society and reduces economic growth and development. The different ways that gender inequality impacts growth and development has been well-documented in a number of studies, including the 2007 ESCAP Economic and Social Survey of Asia and the Pacific. To estimate the macro-economic cost of gender inequality, Klassen et al. (commissioned by the World Bank Development Research Group) developed an econometric model to estimate the impact on GDP. This methodology has been used in a variety of countries; however, it has not been used in the Pacific.
The output of this consultancy will be to develop a robust methodology and Terms of Reference for assessing the cost of gender inequality in Pacific island countries. The methodology can be based on the Klassen methodology, but may need to be adjusted to accommodate specificities of Pacific island economies. Additionally, the methodology should rely on data which is currently available in the Pacific. The consultant should produce a TOR for phase II of the study. The TOR should justify the proposed model and discuss the main drivers of gender inequality in the Pacific, including the drivers that are captured by the model and the drivers that are not captured by the model.
Background Requirements
· Advanced university degree (Master’s degree or equivalent) in Economics or a related field.
· Proven work experience in the area of gender equality issues is required.
· Proven experience in economic research and analysis, including experience in macro-economic modelling.
· Experience in preparing detailed Terms of Reference.
· Experience in drafting analytical analyses and reports are required.
· Fluency in oral and written English is required.
· Experience working in the Pacific is desirable.
This is a desk study and will not require travel.

Energy Efficiency Expert - Vanuatu
International Institute for Energy Conservation / Asian Development Bank
The International Institute for Energy Conservation (IIEC) is recruiting a local expert to be engaged full time as soon as possible to work with the Government of Vanuatu and international experts on the Asian Development Bank project ‘Promoting Energy Efficiency in the Pacific’ (PEEP phase 2) which is scheduled to be completed in November 2014. It is preferred, but not essential, that the applicant have energy sector experience including energy efficiency program design and implementation. The person selected must be a citizen of Vanuatu, resident in Vanuatu during the period of the contract and have an intimate working knowledge of Vanuatu. He or she will:
-have a good spoken and written English, be able to work with limited supervision and support the PEEP2 international expert in the day-to-day management and coordination of PEEP2in Vanuatu;
-work with the implementing agency (Department of Energy, Mines and Minerals) and the climate change unit (Vanuatu Meteorological Services) to help build capacity, assist with energy use surveys, and assist with training for government and private personnel;
-build relationships with power utilities, commercial businesses and others that have agreed to take part in PEEP and support PEEP efforts to improve understanding of energy efficiency benefits by government, private sector, and civil society;
-assist in preparing energy efficiency and energy conservation policies and targets, minimum energy performance standards and labeling schemes, fiscal support measures, and energy efficiency provisions of building codes, and assist with follow-up and related training.
-facilitate energy audits to be performed on major buildings and support the program to implement audit recommendations and help monitor results;
-assist with design and implementation of public awareness campaigns and perform other tasks as developed and agreed upon.

Project Background
The Cook Islands last engaged in major public sector reforms from 1995–1996, driven by financial crisis rooted in an expanding public sector, limited resource base and accelerating debt burden. These reforms reduced the number of ministries by about one-third and the number of civil servants from 3,200 in 1995 to 1,868 in 1996. The impact of this (and other) reform efforts is considered to have contributed to average gross domestic product (GDP) growth of 6% per annum from 1999 to 2004. However, minimal infrastructure investment, the impact of several cyclones, high inflation and the global economic crisis led to an economic contraction in the latter part of the decade. The economy is gradually recovering with growth of 0.5% in 2010, estimated growth of 1.1% in FY2011, and expectations of higher growth over the medium term.
Cook Islands' government is made up of 31 Ministries, Departments and Agencies (MDAs). These comprise usual line Ministries as well as Departments and Agencies covering extra-Ministerial functions of Government. The government recognises that another public sector reform program will be essential for boosting economic management to maintain growth. This will go hand in hand with the commitment to the updated financial ratios: (i) tax revenue not to exceed 25% of GDP unless it is due to better compliance and efficiency; (ii) public sector wages and salaries not to exceed 44% of total revenue and to be reduced to 40% (iii) debt servicing not to exceed 5% of total revenue; (iv) overall deficit not to exceed 2% of GDP; and (v) net debt not to exceed 35% of GDP.
Public service as a proportion of the workforce has grown from 16% in 1996 to 18% in 2006, and it has been noted that the budget has tripled since the reforms with no corresponding improvement in the quality of service delivery. The assessment of the public service was endorsed by the current government when it assumed office in November 2010, signalling high-level commitment to further reforms. While the earlier reforms were driven by a financial crisis, the current reforms focus on strengthening leadership; stronger performance based on clear output requirements; greater efficiency; empowerment of the outer islands; and public–private partnerships.
The new Public Service Act 2009 provides the legislative Framework for further progress in reforming and modernising the public sectors. Concurrently, the Government of the Cook Islands has since 2011 been conducting a functional review of the public service with the support of an Asian Development Bank (ADB) with emphasis on raising performance. The ADB review has been broad-based across the public service, and has thus far recommended fine tuning of Ministry Structures, refocusing of efforts towards delivery of core functions within government departments, improvements to national planning and budgeting process, as well as the implementation of performance management systems.

Project Purpose
The purpose of the project is to embed Performance Management practices within the Government of the Cook Islands, facilitated by the OPSC.

Project Goal
The Project is ultimately expected to contribute to the improved performance of the Public Service in the Cook Islands characterised by the effective translation of Government mandates, strategies and plans into outputs delivering effective services and development outcomes resulting in high public confidence and satisfaction in the public service and Government.

Scope of Work

Summary of Project
The project will support OPSC to develop a robust Performance Management Framework alongside the necessary capacities to support its implementation. This project will ultimately strengthen the OPSC to fulfil its responsibilities under the new Public Service Act 2009. The developed Framework will enable the OPSC to lead Heads of Ministries and focus Government institutions to deliver on their mandates with greater transparency, accountability and effectiveness.

The immediate beneficiaries will be heads of agencies and their management teams who will have the guidance, tools and training they need to improve agency performance. The Central Agencies – OPSC, Ministry of Finance & Economic Management and the Office of the Prime Minister will be direct beneficiaries as the Framework and its components and improved capability across the service will assist them in meeting their mandates and supporting agencies to be effective and efficient. Ultimately the Cook Islands public will benefit from the improved performance of the public service.

Project Outputs
Output 1: Assessments of performance management practice across agencies of the CI public service. The assessment will consider both the institutional and legal fit of Performance Management within the GoCI and the Public Service Act.

Expected Activities to include:
§ Familiarisation with the relevant legislation, regulations, policies and data needed to develop appropriate performance management systems
§ Structured consultations with staff from the OPSC, the Prime Minister’s Office, Ministry of Finance and Economic Management, and Heads of Ministries (HOMs)
§ Analysis and production of an Implementation Plan for the development of the Performance Management Framework, its components, tools, training, and support system.
Output 2: Robust Performance Management Framework and attendant tools. This should respond to the challenges facing the GoCI as identified in Output 1, and be ‘institutionally designed’ to be managed by OPSC. The Framework should link strategy and planning to performance through setting clear expectations and commitments in the National Sustainable Development Plan (NSDP), sector plans, recruitment and appointment, business plans, work plans, project/initiative plans, individual performance agreements and development plans.

Expected Activities to include:
§ Development of Performance Management Framework
§ Development of a strategy for collection of baseline data to inform planning and performance management within the Public Service
§ Development of Performance Management component systems, processes and tools
§ Presentation and endorsement of Performance Management Framework by HOMs and OPSC

Output 3: Public sector managers trained and sensitised on the Performance Management Framework and Tools. This will include tailored training for HOMs and MDA management. A toolkit should also accompany the training and Performance Management Framework.

Expected Activities to include:
§ Design of training and mentoring programme and materials
§ Delivery of training and mentoring programme and materials
§ Assessment of training and mentoring programme and remaining needs

Output 4: Implementation and institutionalisation of Performance Management systems, process reviews, and coordination mechanisms across Government agencies. The number of agencies to receive Performance Management support during project duration will be defined with the OPSC Commissioner, HOMs and project expert.

Expected Activities to include:
§ Implementation of Performance Management systems across Government agencies
§ Working with Ministries to analyse baseline performance information to inform planning, decision making and performance monitoring
§ Process Review of the implementation of Performance Management systems
§ Implementation of monitoring and evaluation systems for the Performance Management Framework to enable the assessment of performance of the public service, government sectors, individual agencies, teams and individuals within those agencies and initiatives at all levels.

Implementation Arrangements
This project has been requested by OPSC, Cook Islands. The expert will be based at OPSC working with, and supported by, two performance analysts. The expert will report on a day to day basis and provide direct support to the OPSC Chief Executive Officer. The expert will also consult and work closely with the HOMs and ADB/NZ Govt. consultants in the implementation of the Performance Management Framework across the Government.
The Governance and Institutional Development Division (GIDD) of the Commonwealth Secretariat will provide technical support throughout the project, which will be developed, managed and monitored by the Technical Cooperation and Strategic Response Group (TCSRG).
The Expert engaged under the project will be expected to ascertain baseline indicators at the start of the project upon which to judge project progress towards its objectives. These will be presented in the inception report, and will be reported against in 6 monthly progress reports, as well as in the final report.

Transfer of Expertise
The Commonwealth Secretariat attaches particular importance to the transfer of expertise and knowledge to counterparts. The expert in his/her discussions with the Reporting Officer should draw attention to the need for key staff to be assigned as counterparts at the beginning of the assignment. This should be reported on in the Inception Report (due after two months). A training programme for key counterpart staff should be produced by the expert and agreed with the Reporting Officer. An update should be provided on this in the first Progress Report (due after six months).

Professional Experience & Qualifications
The successful candidate should possess the following:
§ A minimum of 10 years’ experience in developing and/or implementing Performance Management practices within the public sector.
§ Extensive experience of supporting evidence-based planning, decision making and reporting within the public sector.
§ Extensive experience in the conduct of institutional assessments, capacity needs assessments, training activities and capacity building in the public sector.
§ Proven experience in providing advice to senior-level government stakeholders.
§ Sound understanding of government operations and governance issues.
§ Proven experience of working with a wide range of stakeholders from the public and donor sector to generate collective effort.
§ Strong Interpersonal and communications skills.
§ Experience of working in the Pacific region / other small state jurisdictions will be an advantage.
§ Advanced degree (Masters Degree, MBA or equivalent) in Management and Public Administration or other relevant subject from a recognised and reputable institution.

честно говоря- не знаю. хорощ=шо бы какую-то обратную связь иметь.
проблема в том, что там хипстеры, топовые блогеры и всякие креатив-менеджеры в penis ни впёрлись. но очень нужны специалисты. а таксистов/маршрутчиков хватает своих.

там критерии чётко прописаны. а уж западный или из белиза- пох.
на фиджи встречал преподавателей ихнего универа из москвы, молдавии и новосиба. на вануату в банке работали девчёнки из москвы. про обязательный западный бэкграунд не слышал.
моя специальность (манагер среднего звена) предполагает лишь бизнес-иммиграцию через покупку бизнеса, такие как я спецы там нафиг не нужны. нужны врачи, ихтиологи, биологи, агрономы, преподаватели. иногда- компьютерщики, строители, пилоты, повара и дайв-инструкторы.
Иногда даже Тур Хейердал напивался и переедал.

The Opportunity
The position of Coordinator Technical Vocational Education and Training (TVET) – Development and Quality is a key role contributing to the logistics and administration of the RCCCE. Your responsibilities will include supporting new programs and short course development, ensuring efficient training delivery and working with the Manager RCCCE and training advisory committees for continuous improvement of training courses. · A strong Bachelor’s degree in Management, Education, Business Administration, Training & Development or related area
· At least 4 or more years of training coordination experience at vocational and professional level preferably at a tertiary level or in a large organization particularly at a regional level
· Must be a certified trainer and training assessor
· Experience in managing training projects
Preference will be given to applicants with a relevant Post Graduate qualification.

TECHNICAL ASSISTANCE TO REVIEW AND UPDATE
SRIC-CC WATER INFRASTRUCTURE PROJECT PROPOSALS AND DEVELOP A PROJECT IMPLEMENTATION PLAN


Mission Statement
"Strengthening the Resilience of our Islands and our Communities to Climate Change” (SRIC-CC) programme management unit (PMU) is committed to delivering effective projects. Water infrastructure proposals within the SRIC-CC programme will be reviewed since needs and costs have changed since the initial programme proposal was prepared. This review will help ensure that when projects are implemented they will be effective, cost efficient and address the current and anticipated needs of our Pa Enua communities.
Rationale
An individual with the appropriate knowledge and expertise is required to complete the task of reviewing and updating the water infrastructure project proposals. The six water infrastructure proposals currently in the SRIC-CC programme are covered by this assignment. It is vital to the success of the programme that projects address the current and anticipated water infrastructure needs within the Pa Enua communities, using best technical and financial practices.
Objectives
The overall objective of this assignment is to revise the six water infrastructure proposals within the SRIC-CC programme and develop a Project Implementation Plan (PIP) for these projects. This includes preparation of a Project Design Brief for each of the six projects, covering assessment of the water storage and upgrade options considered for each island, and presentation of the technical assessments that justify the recommended options to allow for the successful implementation of the projects.
Scope of Work
The consultation required for this task must include national level stakeholders involved in water infrastructure in the Pa Enua, Island Council representatives, relevant Members of Parliament, as well as other representatives of communities that will benefit from the water infrastructure projects under the programme.
The proposals covered by this assignment are:
1. The Pukapuka water gallery improvement;
2. Aitutaki water tanks;
3. Tamarua water pipeline improvement;
4. Atiu emergency water storage;
5. Atiu water tanks; and
6. Palmerston water tanks upgrade.
This proposed work includes:
1. Consultation with various stakeholders and collation of relevant information, including lessons learned from past Pa Enua water projects, and completion of a situation analysis for each of the Pa Enua communities that will benefit from this initiative;
2. Revise and strengthen the six water infrastructure proposals in ways that reflect current and anticipated Pa Enua community needs, based on consultations and other relevant information;
3. For projects number 2, 5 and 6 above, this will include a full assessment of all those residents/households on the Pa Enua that will receive the tanks, including their roof height information and the type of tank recommended for them, either squat or tall type or others.
4. A full technical analysis and comparisons of the range of water storage options for consideration under the project including material specifications, installations procedures and shipping and material landing options including the project management and delivery model for the project.
5. A Project Design Brief for each of the six water projects taking in account the technical specifications and designs recommended in the analysis above, including works installations procedures and specifications, construction designs, works layout including location of tanks, water delivery lines, connections, pumping stations including pump specifications, as well as any structural and engineering installations required to successfully complete the projects.
6. Prepare revised costs for each of the six projects, ensuring they reflect actual and up to date completion costs;
7. Identify specific institutional strengthening and other measures that will help ensure the sustainability of these water infrastructure interventions, in keeping with the SRIC programme document; and
8. Develop a Project Implementation Plan for completing the six projects, including tasks, responsibilities, time lines, costs and risks and how they might best be managed.
Required Outputs:
A brief inception report, including a list of stakeholders who will be consulted; this list should also include service (transportation), resource (materials) and other providers;
A final report that includes:
o Report on consultations, including information and technical analysis and specifications that can be used to verify the revised proposals;
o Revised proposals, including technical specifications, engineering designs and revised costs for the six water infrastructure projects listed in the Scope of Work for this assignment; and
o An integrated implementation plan that covers all six projects, and includes tasks, responsibilities, time lines, costs and risks and how they might best be managed, and reflects transportation schedules and best technical and financial practices.
The draft final report will undergo a technical review by a qualified engineer appointed by SRICC, to ensure the revised project is technically feasible and cost efficient.
Stakeholders
Stateholders include Government, non – governmental, and private sector organisations and individuals operating at national and Pa Enua levels that are involved in water infrastructure and related projects. Stakeholders also include materials and transportation service providers.
Parties interested in providing this technical assistance will submit:
1. A technical proposal that describes how the requirements of the technical assistance will be met, and the required outputs delivered to a high professional standard, including a schedule of work, with activities, timelines and deliverables, taking into account the suggested reporting timelines listed below;
2. A financial proposal, preferably with an overall cost that includes all expenses related to the assignment, except for travel and consultations; these costs will be established in advance, by the SRIC National Programme Manager (NPM);
Note that 10% of the agreed fee will be paid on receipt of an acceptable inception report; 50% will be paid on receipt of the draft final report and the balance of the agreed fee (40%) will be paid within two weeks of the final report being accepted and approved by the SRIC Programme Advisory Committee (PAC);
3. Details of qualifications and experience relevant to delivering the technical assistance; and
4. Names and contact details for two referees
Suggested Reporting Timelines
This assessment is to be completed in 60 days of the contract being signed. The suggested timelines for deliverables are:
• Submit draft inception report within seven days of the contract being signed;
Revise the inception report based on feedback provided by SRIC PAC and submit the final inception report within seven working days of receiving the feedback;
Submit the draft final report to the SRIC PMU within 45 working days of commencing the contract being signed; and
Final report, incorporating feedback provided by the SRIC PAC, to be submitted within 14 working days of receiving the feedback.

Preamble:
The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. 7. Brief Project Description:
The Human security initiative for “tensions” reduction, reconciliation and rehabilitation in the Solomon Islands project (referred to henceforth in this document as the “Project”) is jointly formulated by the most active UN agencies within the country, with comparative advantages over their specialized mandates. Under this project, the participating agencies aim to translate into action two essential principles of the human security approach: “Freedom from Fear” and “Freedom from Want” with two context-specific priorities: (I) “tensions” prevention; and (II) community “rehabilitation” for the returned ex-combatants and their host communities. The ILO component of the Project will focus on addressing issues related to Freedom from Want. The ILO will seek to address the following Objectives, outlined in the project document:
Objective II-1:
To empower the economic security and promote sustainable livelihoods for the target communities and returned ex-combatants, through income-generation measures (ILO)
Objective II-2:
To improve the understanding of both communities and ex-combatants of the relevance of human rights and gender equality in order to strengthened forms of social security and decent work (ILO).

Ministry of National Reconciliation, Unity and Peace (MNRUP), Honiara, Solomon Islands
9. Organizational Context:
The Solomon Islands is a country in Melanesia, east of Papua New Guinea, consisting of nearly one thousand islands, with a population of 523,000. The country has more than 70 language groups signifying its cultural diversity. While the Solomon Islands has long suffered from poverty, its acceleration of economic development has been doubly hampered by the outbreak of violent conflicts.
The conflict in the Solomon Islands, locally referred to as ‘the tensions’, began in 1998 when a group of militant youths from the island of Guadalcanal attacked settlements of islanders predominantly from Malaita in northwest Guadalcanal, an area bordering the capital city Honiara. The “tensions” resulted in hundreds of deaths as well as the displacement more than 30,000 people from and within the province of Guadalcanal. It also caused the massive destruction of infrastructure and key industries, the breakdown of the law and order system, and the virtual failure of democratic government.

In the years since the Townsville Peace Agreement and the arrival of the Regional Assistance Mission to Solomon Islands (RAMSI), some sort of ‘peace’ has been restored in most areas of daily life. The RAMSI has assisted the SIG with the maintenance of law and order, the building of institutional capacity and the stabilization of government finances. In the Solomon Islands, RAMSI is assisting to develop the capacity and confidence of the community and institutions to work independently, effectively and self-sufficiently so they strengthened to govern their nation in a safe, transparent and accountable manner. They also contribute towards building greater knowledge and skills of the local counterparts. As a result, Solomon Islands people are prepared to reconcile over ethnic tensions in which thousands were displaced and an unknown number killed. There is still a need for community cohesion strengthening activities, which this part of the programme aims to strengthen. However, the structural drivers for conflict—poverty and relative deprivation; outstanding grievances, often playing out along ethnic lines; concentration of disaffected youth/ex-combatants in large numbers in the capital Honiara and Guadalcanal and Malaita provinces; climate of distrust and division between communities; elite/political capture and manipulation of resources; and political exclusion, disempowerment and brinkmanship— all remain. This combination of factors constitutes severe and ever-present threats to human security in the Solomon Islands.

11. Description of tasks:
Under the overall responsibility of the UNDP Deputy Resident Representative in the Solomon Islands and the direct supervision of the UNDP Assistant Resident Representative Programme, in close coordination with the ILO Office for South Pacific Island Countries in Suva, the MNRUP in Honiara, and in consultation with the ILO Specialists Decent Work Team in Bangkok, the UN Volunteer performs a variety of activities such as delivering of trainings, information collection, the provision of technical and administrative input and coordination related to the implementation of the ILO component of the Project in order to ensure proper implementation and information flow. The incumbent will be placed in the UNDP CO Honiara, Solomon Islands.
More specifically, the responsibilities of the incumbent are - in close collaboration with technical backstopping in Bangkok - to carry out to:
 Assist in the finalization, implementation and updating of the work plan for the ILO component of the project and harmonization of the project;
 Organize and provide training on prevocational skills; basic business skills and business group forms; and on financial education for the target groups.
 Administer the ILO component of the Project in coordination with UNDP and the ILO Suva office; facilitates and coordinates the implementing of the project, monitors the status of deliverables, initiates and maintains sound periodic correspondence with the ILO in Suva, administer the administrative, operational, control and reporting tasks of the ILO stakeholders in the field.
 Ensure proper documentation on progress of ILO related activities of the Project, supports its wide-scale dissemination of tools of learning and supports the development of electronic communication linkages between all parties involved;
 Develop and submit to Honiara and Suva quarterly evaluations and work plans for ILO activities component;
 Identify training needs, develops and organizes trainings for target beneficiaries including institutions, project staff, government agencies, and local authorities. Acts as a trainer when needed;
 Assist the ILO and country-level UNDP management in seeking the support for Project activities from the UN community, the national and local governments, non-governmental and community-based organizations and the private sector;
 Identifies and disseminates existing good practices addressing the economic empowerment in post conflict areas;
 Liaise with national and international civil society organizations/ volunteer-based organizations of all kinds in the region in order to build and/or strengthen the outcomes of the ILO component;
 Support the country/regional media coverage of events and stories related to the ILO component of the Project; prepares PR materials and post information on the ILO component, follows up on the actions to be taken;
Performs any other duty as may be requested by his/ her supervisors.
Furthermore, UN Volunteers are encouraged to:
 Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
 Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
 Reflect on the type and quality of voluntary action that they are undertaking, including participation in on-going activities;
 Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
Promote and advise local groups in the use of online volunteering, and encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
12. Results/Expected Output:
 A fully operational ILO component of the Human security initiative for “tensions” reduction, reconciliation and rehabilitation in the Solomon Islands;
Submission of quarterly financial and narrative evaluations and updated work plans for ILO activities component;
 Training needs assessments at different community in targeted area;
 Collection and analyses of good practices addressing the economic empowerment in post conflict areas;
 Trainings delivered to appropriate target communities;
 Initiation and maintenance of effective working relations with stakeholders and beneficiaries;
 A final report containing major achievements, progress made and challenges faced during the assignment, plus recommendations for further assistance in the field of sustainable enterprise development and green jobs;
 A final documentation and presentation of achievements towards volunteerism for development within the Solomon Islands;
A final statement of achievements towards volunteerism for development during the assignment.
13. Qualifications/Requirements:
Education:
A university degree in economics, business management, development economics, sociology, anthropology, or its equivalent in training and experience.
Experience:
Three years’ experience at the national level and/or two years at the international level. The incumbent should have experience in providing training in vocational business skills at community level, and the provision of guidance to trainees to develop their skills in the field. It is highly desirable that the incumbent has working experience in post conflict, peace reconciliation and/ or tribal settings, preferable in the Pacific region.

Skills:
Practical ability and experience - preferably international - to promote business skills and economic development in a post conflict environment; ability to draft technical reports and meet deadlines; capacity to work in a team and cope with stress; excellent computer skills; experience in and displayed conflict prevention and recovery activities will be a distinctive advantage; experience within the UN system will be a distinctive surplus; working experience in the Pacific preferred.
Languages:
English is the administrative language in Solomon Islands and fluency in written and oral English is a requirement.
Competencies:
Self-starter, being able to work with minimal supervision, determent group player nurturing team spirits. The ability to participate effectively in technical missions and multi-disciplinary teams; capacity to provide independent technical advice regarding starting and maintaining small economic activities with a conflict prevention component; ability to prepare strategic monitoring KRA reports and high quality publications , provide credible implementation assistance to senior management and specialists in carrying out research, programme and project formulation and implementation.
14. Living Conditions:
Honiara, the capital of Solomon Islands, is with a population of approximately 60,000, is a multi ethnic and multicultural place of mostly Melanesians, with minorities of Polynesians, Chinese and several other minorities. Melanesians predominate in the Solomon Islands.
About 80% of the population live in the rural areas and are engaged in subsistence farming and fishing. The rate of urbanization is very high with high unemployment. There is opportunistic burglary but no grave crime. Serious crimes are often related to family, land or tribal disputes. Nevertheless, UN Volunteers are required to take precaution and security measures. Because of the geographical location of the islands and the weather patterns, transportation is often unreliable and only some islands are accessible by plane, while the rest of the rural areas are accessible only by either boat or by walking, making transportation very time consuming and expensive.
The quality of medical service and health facilities is low and often lacks most of the basic necessities in terms of equipment, мята and medical supplies. There are two UN Doctors in Honiara who can offer basic medical services, and medical facilities are very limited. Modest accommodation is available in Honiara but the number of houses for expatriates is limited and rentals are presently costly. Food, fuel, electricity, internet and water prices are also quite high. There are beautiful beaches and waterfalls for recreation purposes.
The Solomon Islands climate is hot and humid, moderated by ocean breezes most days. The hotter and wetter season is from November to April, but rain can fall any time throughout the year. Daytime temperatures average around 30 ° C (87°F) and the nights around 240C. Tropical cyclones form in the nearby seas during the wet season but rarely affect Honiara directly.
The majority of the expatriates working in Solomon Islands are Honiara-based. English is widely understood, but the common lingua-franca is Solomon Pijin English. There are currently a couple of UN Volunteers based in the Solomon Islands.


15. Conditions of Service
A 12 month contract; monthly volunteer living allowance (VLA) intended to cover basic needs and utilities equivalent to USD 2575 for single person, USD 2825 for person with one dependent, and USD 3025 for person with two or more recognized dependents will be provided. In addition the successful UN Volunteer will also receive a settling in grant; health, and permanent disability insurance; return airfares; resettlement allowance of USD 150 per month of satisfactory service. All UN Volunteers are required to follow the Revised UNV Conditions of Service which came into effect in September 2008.

The Pacific-Australia Climate Change Science and Adaptation Planning Program aims to fill the gap in specific scientific knowledge available to Pacific Island Countries in respect of climate change and planning for climate change. The key objective of this important assignment is to improve the climate resilience of transport sector investments in Solomon Islands. This will be achieved by building capacity of the Solomon Islands Government to incorporate climate risk analysis into road infrastructure, wharf development and airport construction throughout project identification, formulation and execution based on the latest climate change science and risk information tools available. Tonga: Village Mission Clinic Tonga: Volunteer Medical Practitioner
The Village Mission Clinic requires a well-trained and experienced general practitioner. Ideally we are looking for long-term people who will commit at least a year and make an effort to understand and learn the local culture and language. However short-term health professionals can also make a valuable contribution not only with the service they offer patients but by encouraging and educating the local and long-term staff. The minimum stay is 3 months as less than that is not economically viable for this volunteer-based clinic.
The Village Mission Clinic is a well-respected, general family medicine practice originally based in a large village, Ha’ateiho, in central Tongatapu, 9km from the capital Nuku'alofa and 4km from the government base hospital. Dr Glennis Mafi and her husband Mr Manu Mafi started it in 1984. They ran it for most of the first 17 years and have continued to oversee it since 2001. It is closely associated with the Village Mission Pharmacy in Nuku’alofa (owned by the Village Mission Trust, Tonga) and since May 2010 the clinic has worked solely from the Village Mission Pharmacy rooms in Nuku’alofa because most clientele are there. It has clients from all over Tongatapu and even from the outer islands. Most are Tongans but there are also Europeans, Chinese, Indians and others.
Case work covers the whole spectrum of health problems and there is potential for research in many areas. Non-communicable diseases such as diabetes and ischaemic heart disease are major health problems in Tonga. The clinic is particularly well known for expertise in dermatology (and for the availability of a wider range of skin preparations than the government pharmacy), but any GP working there can develop his/her own area of special expertise.
The clinic is a “Mission” - i.e. it is not a profit-making business. All income is from patient fees; there are no government subsidies and only occasional donations from a variety of sources. Nor is any person or any organisation making any profit from the clinic. The clinic provides accommodation in Ha’ateiho (not full board) and a living allowance. Currently this is $500 (TOP). This is sufficient to cover food, electricity, internet, phone, bus fares and most weekend activities for two people. The Village Mission Clinic currently provides accommodation in Ha'ateiho. Generally
the clinic cannot pay the doctor’s airfare, but this depends on the clinic’s income and the time committed by the doctor. We try to pay the doctor's airfare equivalent to Auckland - Tonga return if the contract is for six months or more. This can be negotiated. This work does require the good will and support of health professionals and others associated with it. The attraction of this position is not money but the interest and challenge of the work and its environment.

Registration to practice medicine in Tonga is granted by the Health Practitioners Registration Council of the Tongan Ministry of Health. The council meets only monthly (sometimes less) so ideally the application needs to be lodged 3 months before the starting date. If you are interested in volunteering with the VMC, please contact us well in advance.

Work Permits depend on registration being granted. Medical check including chest x-rays and police clearance are required for every work visa and any adults accompanying them.
The clinic pays the registration and work permit application fees in Tonga.

Pacific Costing Study on the Impact of Violence Against Women
There have been an increasing number of studies worldwide, using various methodologies, that show that violence against women places significant burdens on individuals, governments and economies. In the Pacific there is growing interest to estimate the socio-economic impact of violence against women.
The Pacific Islands Forum Secretariat is therefore seeking to hire a suitably qualified and experienced consultant/team to develop an options paper which reviews various methodologies available to cost the economic impact of violence against women in the Pacific context.
The desired outcome of the “Pacific Costing Study on the Impact of Violence Against Women” will be the identification of an appropriate methodology to undertake a comprehensive study on the cost of violence against women in the Pacific context, and the development of Terms of Reference for the comprehensive study.
The consultant/team is expected to:
· Complete a desk review of available research, methodologies, and options for conducting costing studies in developing contexts such as Kiribati and the Solomon Islands.
· Consult with key stakeholders in the Pacific, including in regional and international organisations, and countries where costing studies have been done to provide a thorough analysis of possible methodologies and scope of the study.
· Deliver an options paper outlining the various methodologies, parameters and recommendations for a suitable model for the Pacific.
· Provide a Terms of Reference and budget for the comprehensive costing study.
Applicants should have:
· At least 10 years of relevant work experience, particularly in the area of gender economics, researching VAW or a related field.
· At least a master’s degree, preferably in the fields of economics, gender, development or social sciences. PhD and/or in-depth studies of research methods is a strong advantage.
· In-depth expertise in designing, implementing and disseminating complex social research projects on violence against women or other gender issues. Experience in the Pacific region is an advantage.
· Detailed understanding for the full range of ethical and safety issues associated with conducting this type of research and demonstrated ability to plan for these in the Terms of Reference to be developed.
· Excellent written and verbal communication skills as well as strong analytical skills.
· Strong personal commitment to gender equality and human rights.
· Fluency in English.
