on police and border officer’s violation
Month, Day 2013, I, Name, citizen of Russia, passport number xxx, issued on xxx, expiration date xxx, have been crossing Russian-Estonian border via pedestrian Ivangorod-Narva border-crossing point.
Border officer at Estonian border crossing point, who has been checking my passport, has stamped it with the incoming stamp from xx.xx.xxxx, “Narva”, “Code on stamp”, estimated time of border crossing – xx:xx Estonia time (GMT+3).
While checking my passport the officer has torn part of a page of my passport, which according to the laws of Russian Federation makes a passport invalid.
The page torn by the officer is the xx-xx page of a passport, containing passport number and holder’s signature.
The size of a tear is approximately 1,5 centimeters.
Female officer with the stamp XXX has declined to tell me her name and position.
According to her statement, my passport was not invalidated by her actions.
I have got a Schengen multi-entrance visa in this passport, issued by Finland (issued xx-xx-xx, expiring xx-xx-xx) and this passport is processed in the General Consulate of xxx where I am applying for the long term European Union visa type D.
If my passport was invalidated by the actions of Estonian Police and Border Guard, I’ll have to handle costs for renewing these two visas issued in this passport.
I’ve carried serious moral sufferings after this incident.

I hereby ask Estonian Republic Police and Border Guard Board:
1. To determine officer’s position and name and notify me with it;
2. To bring the officer to disciplinary and other kinds of liability according to Estonian laws;
3. Consider the compensation of the costs which I’ll have to handle for the exchange of a passport, visas and possibility of moral damages compensation;
4. If my passport was not invalidated by the Estonian Police and Border Guard, notify me with the official message confirming that actions by border officer XXX Narva point xx.xx.xxxx HH:MM has not made my passport invalid.
