Thanks for the question. Yes, it is a critical one and many people have been asking the same thing.
The reports are true, but it is not a showstopper for the tourist season. This recent violence has been quite serious, but as Chris Cork said, it has been an ongoing problem for many years now. I have spent a large amount of time in Gilgit since 2003 and the city has been under similar curfew probably half a dozen times since then. Plus there have been smaller outbreaks, usually about once a year. These things seem to happen at the end of winter when everyone is tired of the cold weather and lack of electricity. In the summer it seems they are too busy to fight.
Already, the KKH is open and there have been a few foreigners in the bazaar. The curfew is lifted during the day and life is mostly back to normal. I expect that this will continue through the tourist season and it will be safe to visit Gilgit.
One other thing to note is that this tension is usually limited to Gilgit and sometimes Chilas. Hunza, Baltistan, Ghizer and Astore districts remain peaceful through most of this. You can actually bypass Gilgit completely and never see any sign of tension while in GB.
So, my suggestion would be to come. If you wait for a time when there are no problems in Gilgit or in Pakistan, you may be waiting for a long time.

Thank you for your e-mail and my apologies for the late reply.
Situation in Gilgit-Baltistan region is calm and safe, there have been some
law and order issues which started after the killing of 18 innocent
passengers traveling from Rawalpindi to Gilgit on 26th March and later in
Chilas on 3rd April, after these sad incidents government has imposed a
curfew in Gilgit and has taken very serious actions against the culprits.
Kindly note that these are sectarian issues (Sunni-Shia and have nothing
to do with tourist or people from other sects, religions.)
Pakistan, especially Gilgit-Baltistan region has always been very safe for
tourist, we never even had a single incident with tourist in the past
unlike other countries like for example Egypt, Indonesia, Turkey and
various African countries where whole buses have been blown up by
terrorist and hundreds of innocent people were killed on the beach, but
you
will still find those places full of tourists now and in our part of
the world we never ever had this kind of issues with tourists.
As you know the media is not showing the positive image of the country
but always negative things, its a country of 200 million people but if
you follow media it looks like we are all carrying guns and killing each
other here which in fact is not true, the majority of our population are
peace loving and nice people.
