TEAM LEADER, INFORMATION AND COMMUNICATION TECHNOLOGY (SUVA)

ROLE AND RESPONSIBILITIES
The Team Leader ICT Suva reports to the Manager, Information and Communication Technology Section, who is based at SPC Headquarters, Noumea, New Caledonia. The appointee is responsible for the technical development, administration, and maintenance of the SPC Suva corporate networks, communication servers, and ancillary equipment. The post supervises the ICT section in Suva.

Specific duties include the following:
• Administer the Suva corporate network infrastructure and provide high-quality support services to SPC staff, registered network users, and authorised network guests
• Manage the Suva ICT Helpdesk and provide prompt and high-quality support to all SPC Staff.
• Manage the ICT Suva section’s resources, including staff, budget and equipment.
• Manage the Suva LAN/WAN and ensure network and data communication systems
• Administer the acquisition and support of corporate ICT equipment, supplier compliance with terms of contract and adherence to SPC standards
• Maintain the SPC Suva network, including routine backups and development of disaster recovery procedures
• Assist with technical reviews of corporate systems and applications
• Ensure that the ICT training needs of SPC staff are met
• Perform other related duties as required by supervisors

QUALIFICATIONS AND EXPERIENCE
Qualifications

SALARY, TERMS AND CONDITIONS
SALARY AND ALLOWANCES
The starting salary will depend on experience and qualifications and will be in band 12 of SPC’s salary scale.
Professional salaries at SPC are set in SDR (Special Drawing Rights) and paid in the local currency (i.e. the Fijian Dollar, FJD, in Fiji Islands). The salary range for this grade is SDR 2,939–4,409 per month. At prevailing exchange rates these amounts convert into approximately FJD 8,521–12,783 per month (USD 4,500–6,800; € 3,500–5,200).
An offer of appointment for an initial contract will made in the lower half of this range.
SPC remuneration is not subject to income tax in Fiji Islands at the present time. However, for Fiji nationals, this exemption may be discontinued by the Government of Fiji Islands.
SPC subsidises housing. A housing allowance of 75 per cent of the total rental, up to a limit of FJD 2,625 per month, will be provided. The minimum housing allowance payable is FJD 1,170 per month.
In addition, an establishment grant will be payable to non-residents of Fiji Islands.
Where appropriate, an education allowance will be paid.

TENURE
The appointment will be for three years, with the possibility of renewal depending on performance and continued funding availability.

DUTY STATION
Suva, Fiji Islands.

LEAVE
Annual leave will accrue at the rate of 25 working days per annum. Sick leave is 30 working days per annum.

MEDICAL BENEFITS
SPC’s Staff Medical Insurance reimburses doctor fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.

PROVIDENT FUND
The appointee will be eligible for membership in SPC’s Staff Provident Fund. Staff members contribute 8 per cent of their base salary, to which SPC adds a matching contribution.

FARES AND REMOVAL EXPENSES
For an appointee recruited outside of Fiji Islands, the cost of air fares by the most direct and/or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects, will be met by SPC on appointment and termination.

COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.

SMOKE-FREE ENVIRONMENT
Smoking is not permitted in the work place.

NATIONAL CLIMATE CHANGE ADAPTATION MAINSTREAMING SPECIALISTS
2 POSITIONS – TONGA AND PAPUA NEW GUINEA
EcoConsult Pacific, on behalf of a multidisciplinary consulting firm based in India is looking for climate change mainstreaming experts from Papua New Guinea and Kingdom of Tonga to work on an Asian Development Bank (ADB) funded project in the Pacific Region. The project duration is 9 months likely to commence from April 2011. The experts are required for entire project duration of 9 months. The terms of reference for each of these positions are:

TOR for National Climate Change Adaptation Mainstreaming Specialist

A. Two (2) national consultants (1 PNG and 1 Tonga) will be engaged to work with the International Team Leader, and International Specialist on Climate Change Adaptation Mainstreaming and Civil Society Engagement, to provide specialist advice on both the mainstreaming of climate change adaptation in key sectors of government (focused on infrastructure) and civil society engagement for the PPCR Phase I program of the ADB components of the PPCR Pacific pilot. The national consultants will acts as focal points in each country, and work closely with their international counterparts and all national stakeholders (government and non-government).

B. Specifically, the Climate Change Mainstreaming Specialist will:

(i) Assist the international climate change adaptation mainstreaming specialist to ensure country-localization of a set of strategic-level scientific scenarios of key climate change. The scenarios will be developed through local interpretation of the scenarios generated by the International Climate Change Adaptation Initiative, among others.

(ii) Assist the international climate change adaptation mainstreaming specialist to draft national guidelines and a best practices manual for the integration of climate change factors into infrastructure planning.

(iii) Assist the international climate change adaptation mainstreaming specialist to undertaken targeted vulnerability assessments of initial list of infrastructure projects that could be targeted in PPCR Phase II.

(iv) Assist in the assessment of key cross-sector and sector legislation, policies and plans of key ministries and agencies responsible for provision of infrastructure for factoring in climate change resilience.

(v) Assist in assessment of capacity constraints as input to Capacity Building Program Phase 1 and Phase 2 and assist in capacity building in key ministries responsible for provision of infrastructure, to integrate climate change resilience in budgetary systems, financial allocations and reporting mechanisms, through short-courses, workshops and related training.

(vi) Provide ongoing advice on climate change adaptation planning and mainstreaming as required.

(vii) Assist the international Civil Society Engagement Specialist draft a capacity needs assessment report including specification of approaches for effective involvement of civil society in the PPCR.

(viii) Assist the international Civil Society Engagement Specialist develop targeted information products for civil society and the private sector.

(ix) Assist the international Civil Society Engagement Specialist identify and operationalise opportunities for private sector engagement in climate change adaptation.

(x) Assist the international Civil Society Engagement Specialist develop approaches for integrating gender concerns into climate change adaptation through pilot projects to undertaken sensitivity, vulnerability and adaptation assessments (lead by a specialist in Climate Change Mainstreaming)

The applicant will be required to provide policy advice to the member states of USP in their specified areas of expertise; conduct research in this area, pertinent to the needs of member states, in consultation and in collaboration with those; prepare and conduct training programmes; coordinate activities in the region in this area; prepare project proposals in this area to be submitted to funding agencies; preparing reports, policy and position papers for the consideration of the IOE Advisory Board and member states; prepare academic papers for conferences and publications; undertake consultancies in areas of expertise; assist with the teaching, supervision of postgraduate students, and research activities of the Institute and School of Education; and undertake any other task allocated by the Director.

UNICEF is seeking a consultant/institutions whose primary responsible for analysing and synthesizing the data provided by national researchers and formulate the strategic and practical programme and policy recommendations. They will also be required to provide technical guidance to the national consultants and capacity building for the government, when required, to complete the high quality Child Poverty analysis and report.
The Regional Statistical Experts team will be required to:
· Take responsibility for selecting and substantiating national data as well as using data properly in the analysis
· Ensure the quality of statistical template tabulations
· Provide appropriate guidance to the national statistics team to ensure that all necessary tabulations are made in timely manner

The Regional Policy Expert s team will be required to:
· Take responsibility for selecting, substantiating and completing information for policy template and using and expanding the information in the analysis.
· Conduct the causal analysis, institutional/role-pattern analysis and capacity analysis to analyze the policy environment and clearly articulate the outcome of data analysis obtained from regional statistical experts team.
· Provide appropriate guidance to the national policy consultant to ensure timely data collection in the field.

QUALIFICATIONS AND SPECIALIZED KNOWLEDGE/COMPETENCE REQUIRED.
The Regional experts should have
· Advance degree in Economics/Econometrics and Statistics (Stats experts), Development, political science and sociology or other social science
· Minimum of 10 years of experience in analyzing the household survey data (e.g. HIES, DHS, MICS) or equivalent
· In depth knowledge of substantive social and economic issues and experience with producing rigorous analysis. Relevant publication list on child rights and well-being is a strong asset
· Proven skills in analyzing the policy process and understanding institutional dynamics and developing the recommendations based on the observations
· Extensive experience in running the training in the audience with different levels of capacities
· Availability and motivation to commit significant time to the process of producing a high-quality product
· Sound knowledge on the situation in the Pacific Small Island Developing States, (esp. in Kiribati & Solomon Islands)
· Superior analytical and writing skills, preferably demonstrated by the peer-reviewed journals
· Excellent communication and highly developed self-management skills
· Previous experience in working with UNICEF is an asset.

REMUNERATION AND TYPE OF CONTRACT:
The selected individual will be awarded a short-term (30 working days) special service agreement (SSA) contract with UNICEF Pacific.
DUTY STATION AND TRAVEL:
The selected consultant will be expected to be based in his/her home/office or UNICEF Field Office in Kiribati and Solomon Islands and encouraged to bring their own laptop.

UNICEF is seeking aconsultant(s) whose purpose of the assignment is to work closely with the National Statistical Office and Statistical units of line ministries and are requested to retrieve and formulate required statistical tabulations from Demographic Health Survey, household income expenditure survey, census and labour force survey and other major household surveys as well as sectoral data from MOH, MOE and Social Welfare and Provincial Government. (National consultancy firms with appropriate mix of expertise are encouraged to apply. Government officials and ex-officials who have substantive experience in statistical and policy analysis are encouraged to apply)
The National Statistical consultant will be required to:
· Work with selected NSO team and statistics unit of line ministers, and will take responsibility for extracting relevant data from the National Statistics Office (NSO) and other government’s statistical units
· Retrieve and process some of DHS/HIES/Census data if required by the regional statistical expert in order to populate statistical templates
· Prepare sections of Country Analysis Report and End-of-Term report which describes the gap and challenges in the national statistical systems to facilitate the child poverty analysis, lessons learnt and opportunities that he/she see in building the child poverty analysis into the National statistical and policy framework
QUALIFICATIONS AND SPECIALIZED KNOWLEDGE/COMPETENCE REQUIRED.
National Statistical consultant
· University degree in Statistics with capacity to carry out cross tabulation analysis with commonly used statistical software such as SPPS, CSPro
· Minimum of 5-7 years of experience in analyzing the household survey data (HIES, DHS) or equivalent
· Experience in running training on statistical analysis
· Demonstrated ability to produce data and documentations in the limited time
· Consultant should have access to computers and statistical software

The Assistant Network Engineer will work under general supervision of the Network Analyst to support activities to monitor network performance and utilize network testing equipment to discover, diagnose and correct network performance problems and failures; installation of network cabling, cable termination, fiber optic cable installation and termination; installing, maintaining and monitoring electronic equipment including network cards, CSU/DSUs, hubs, routers, switches and other related networking equipment; prepare and maintain network documentation and diagrams; uses telecommunications and network industry concepts, methods and standards for application to assigned work.

The Pacific Islands Forum Secretariat seeks a suitably qualified and experienced person to fill the position of Natural Resources Adviser. This job includes working with Pacific Island Countries as a PIFS’s focal point for collaboration on the development and implementation of issues related to sustainable development and natural resource management.
The position will be accountable to the Director of the Strategic Partnership and Coordination Programme for:
Organisation of CROP and Forum Ministers Meetings;
Coordination of regional and national resource management planning process;
Coordination and collaboration with regional stakeholders;
Policy Assistance and Advice; and
Manage staff as required
Applicants should have an advanced university degree (Master's degree or equivalent) in resource management, policy planning and analysis, development studies, humanities or a related field. Candidates should have up to 10 years working experience within the natural resource sector in the region and must demonstrated evidence of skills and experience working within the national sustainability sector in the Pacific.
