Cebu Pacific suspends all flights
to Caticlan (Boracay)
Cebu Pacific (CEB) will suspend all flights to and from Caticlan (Boracay) effective today, July 9, until further notice, following changes to airport operating conditions declared by the Civil Aviation Authority of the Philippines (CAAP)
CAAP has designated Caticlan, for the time being, as a one-way airport for all carriers: takeoff should be towards the sea and landing in the opposite direction. A technical re-definition also in effect shortens the runway, despite its actual length.
“We have therefore decided to divert all Caticlan flights to Kalibo instead and from there bus all our Boracay-bound passengers at no extra cost,” said CEB President and CEO Lance Gokongwei.
CEB has been operating direct flights to Caticlan since February 29, 2008 and has since then carried over 340,000 passengers.
CEB mounted as many as 15 round-trip flights daily to Caticlan until June 25. More than 60,000 booked passengers will be affected by the cancellation.
Gokongwei said “We continue to work closely with our industry partner, the CAAP, to find a speedy resolution, to these airport issues, to allow Cebu Pacific to re-instate flights to Caticlan.
“Boracay continues to be one of the country’s most important tourism destinations. CEB’s low fare service has been integral to the growth and development of the island’s tourism industry and has increased its accessibility to both local and foreign tourists.”
Affected passengers may call the call center (02) 702-0888 / (032) 230-8888 or visit the website http://www.cebupacificair.com for more details and updates on their flights.

MANILA - Local carrier Southeast Asian Airlines (SEAIR) still flies to Caticlan, the nearest entry point to Boracay by plane, since its aircraft are capable of short take-off and landing.
In a statement, SEAIR said its flights to Caticlan take only 35 minutes, and that "it is the only scheduled airline operating to Caticlan since the other airlines moved their operations to Kalibo."
PAL Express and Cebu Pacific have already diverted their domestic flights bound for Caticlan to Kalibo airport due to the "changes to operating conditions" at the Caticlan airport.
Caticlan is the nearest jump-off point to tourist favorite, Boracay Island. Kalibo airport, which is a bigger facility, is about 2-hour land trip away from Caticlan.
PAL had cited "landing weight limitations" imposed by the Civil Aviation Authority of the Philippines (CAAP) on the Caticlan airport, while Cebu Pacific cited "changes to operating conditions."
During a hearing with air operators last Wednesday, CAAP designated the Caticlan facility as a one-way airport, which means "take-off should be towards the sea, and landing in the opposite direction."
This essentially shortens the portion of the airport runway that could be used despite its actual length. These changes were made to avoid incidents similar to Zest Air's flight overshot on the runway of Caticlan airport last month.
Both PAL Express and Cebu Pacific said that they will shoulder the land transfer cost from Kalibo to Caticlan for passengers who have original bookings for Caticlan.
Short Take-Off and Landing planes
SEAIR said it has been able to continue its service to Caticlan since it has in its fleet three Dornier 328 and six LET L-410. It said both types of planes are capable of Short Take-Off and Landing (STOL).
“These aircraft are the most appropriate for the small runways of Caticlan, Palawan, and other destinations where bigger commercial airlines cannot land,” said Avelino Zapanta, SEAIR president. “Our aircraft are aerodynamically designed in a way that it is capable of landing and taking off in about 750 meters with full pay load.”
From January to October 2008, more than 35% of all flights to Boracay were via SEAIR. The airline made 3,511 flights to and from Caticlan.
“SEAIR has as much as 28 flights during peak season. This means more options for the passengers on when they want to arrive in Boracay and return to Manila,” said Zapanta.
SEAIR has been operating directly into Caticlan continuously since 1995. The firm said it has flown an average of 160,000 passengers a year between Manila and Caticlan in the last three years.
In 2005, SEAIR introduced the 32-seater Dornier 328 which is the fastest and the most advanced jet-prop in the region with STOL capabilities.
It is the latest in a long line of technologically innovative aircraft manufactured by the famous German aircraft manufacturer, Claude Dornier, the firm said.
The LET L-410, which can seat 19 passengers, is ideal for unpaved airstrips and is one of the most widely manufactured aircraft in its class.
“SEAIR continues to aim to bring more travelers to new destinations,” said Zapanta. “With its fleet of highly versatile aircraft chosen specifically for their STOL capabilities, the airline has consistently pioneered in opening missionary routes to the public.”
SEAIR said it "remains committed to Mindanao being the only airline that operates to Tawi-Tawi and Jolo." The airline plans to fly to Baguio in August, and to Marinduque and Masbate, Bicol.
