Это что касается хирургических специальностей.

Во-первых- вы не допускаете, что эту ветку читают люди, у которых эти плюшки УЖЕ есть? соответственно, для них это не представляет какой-либо проблемы. согласны?
во-вторых, маршалловы острова страна несколько специфичная. в принципе единственная цель, для чего они нужны- обеспечивать штатам голос в поддержку при голосовании в оон. там всё заточено под штаты, от валюты до школьных программ. соответственно, и требования к документам медработников там те же.
но океания большая. не так ли? есть тонга, тувалу, науру, кирибати, вануату, соломоновы острова, самоа, фиджи . про кирибати я уже где-то писал, вот ещё раз- http://www.pacificislandsaid.org им требуются медики. про какие-то "космические" требования не вижу.
а в утверждении, что если медик может получать 200 в астралии он никогда не поедет на 100 в океании есть лишь формальная логика. следую ей на земле не должно остаться населённых пунктов, кроме нью-йорка, цюриха и лондона. ведь там зарплаты выше, чем в мехико или афинах. я не буду тут говорить, что помимо доходов есть ещё и затраты. как прямые так и косвенные. кроме этого есть ещё куча факторов.

Objectives:
Under the overall guidance from the Fiji Multi-Country Office (MCO) and the Project Development Specialist, the Climate Change/Marine Ecosystems Specialist will work to prepare a UNDP/GEF compliant full-size project document. He/She will facilitate the collection and synthesis of baseline information, key partners and stakeholders, current policy framework and capacity/research gaps. He/She will facilitate local stakeholder consultations, consolidate stakeholder input and guide the preparation of the project in line with national priorities.
1) GENERAL BACKGROUND
The Government of Tuvalu has been granted funds under the Least Developed Countries Fund (LDCF) administered by the Global Environment Facility (GEF) to prepare a project linked to the enhancement of resilience of marine-based coastal livelihoods and climate hazard response capacity, benefiting all islands of Tuvalu. Both national and local authorities need additional investment and technical support in ensuring that their development agenda is not undermined by a changing climate.

In this regard, the Project will provide additional resources necessary to ensure that communities in Tuvalu continue to maintain viability of marine-based coastal livelihoods and to enhance capacity to respond to increasing climate induced hydro-meteorological risks. The main project components include: (i) implementation of community-based climate resilient livelihood options to reduce vulnerability to future climate change; (ii) enhanced communication of climate risks, connectivity and coordination to increase the response capacity of outer islands to increasingly frequent storms; (iii) and inclusive local planning, budgeting and budget execution for strengthened climate resilience.
The project is seeking a qualified short-term National Consultant to fill the position of a Climate Change/Marine Ecosystems Specialist, working alongside an international Project Development Specialist and National Disaster Risk Management Specialist. The Consultant will work to prepare a UNDP/GEF compliant full-size project document. He/She will facilitate the collection and synthesis of baseline information, key partners and stakeholders, current policy framework and capacity/research gaps. He/She will facilitate local stakeholder consultations, consolidate stakeholder input and guide the preparation of the project in line with national priorities.

2) FUNCTIONS/KEY RESULTS EXPECTED
COMPONENT 1 – Technical Definition and Capacity Needs Assessment
Data collection on existing marine protected areas (both formal and informal) and relevant policies and plans;
Summarize the existing practices towards managing informal marine protected areas including zoning, resource stock surveys, monitoring and enforcement;
· Summarize the current state of relevant climate risk and vulnerability analysis available in the country, with a focus on marine ecosystems, livelihoods and management;
· Identify and review existing vulnerability studies and assessments of climate change on marine ecosystems and marine-based coastal livelihoods;
· Assess the existing level of marine resource utilization for household consumption and commercial purposes;
· Assess the current level of Special Development Expenditure invested in enhancing the baseline development related to fisheries and protected areas;
· Assess existing land-use practices and planning to gauge the potential, risks and needs of in-land fisheries development;
Identify menu of suitable marine-based livelihood options in support of climate resilience livelihood;
Assess existing capacities at sector and outer island levels to apply climate science information in planning and implementing sustainable use of marine resources linked to local development planning – both in terms of functional and technical capacities for organizations and individuals;
Assess existing capacities of Community Fisheries Centers and relevant CSOs in incorporating available climate change information in adjusting the services they provide
Assess existing awareness of target communities of climate hazards, risk, and adaptation strategies and methods.
Identify possible sites for the introduction of climate resilient marine-based coastal livelihood options including near-shore cage farming, in-land spawning and aquaculture.

COMPONENT 2 – Institutional Arrangements, Monitoring and Evaluation
Assist the Project Development Specialist in the design of a Strategic Results Framework and the delineation of indicative project activities, with a specific focus on Component 1 of the Project Identification Form – Implementation of community-based climate resilient livelihood options;
Define key project roles, responsibilities and project management arrangements for the project, specifically with respect to Component 1;
Develop a replication and sustainability strategy for the project;
Define a project sustainability strategy to ensure replication of project benefits beyond the lifetime of the project.

COMPONENT 3 – Stakeholder Consultations and Involvement Plan
Analyze the existing stakeholder baseline of the project by inventorying relevant stakeholders and developing a stakeholder involvement plan for the project;
Coordinate negotiations and consultations with relevant government agencies, project stakeholders and potential project partners to collect input and define a basic project strategy;
Ensure that project design is aligned specifically with respect to the SPC-led Vulnerability and adaptation of coastal fisheries to climate change project;
Carry out selected community-based consultations to assess existing vulnerabilities to help support project design including selection of proposed marine-based coastal livelihood interventions on the ground;
Undertake baseline survey as basis for elaboration of the GEF specific Adaptation Monitoring framework and indicators (AMAT).

COMPONENT 4 – Financial Planning and Co-financing Definition
Support the International Project Development Specialist in financial management planning and identifying and finalizing project co-financing requirements, with respect to ecosystem services and assets.

COMPONENT 5 – Drafting of Full-size UNDP/GEF Compliant Project Document
Liaise with the International Project Development Specialist and provide him/her with local assessment information needed to formulate a complete, UNDP/GEF compliant full-size project document

3) KEY DELIVERABLES
The Consultant will support the International Project Development Specialist in providing a comprehensive UNDP/GEF LDCF compliant set of project documents. The key deliverables in support of this product are as follows:

Assessment of marine ecosystem functions, status and vulnerability to climate risks
Assessment of current use of marine ecosystem for livelihoods with gender-disaggregated information
Assessment of the operation, management, effectiveness and vulnerability of marine protected areas
Assessment of land-use in coastal areas for current and potential fisheries-related development
Capacity assessment of key stakeholders including communities, Kaupules, CFCs, CSOs, etc, for developing/enhancing climate-resilient marine-based coastal livelihood options
Problem analysis and strategy for promoting climate-resilient marine-based coastal livelihood options
Stakeholder involvement plan
Strategic Results Framework for the project
Review and inputs to finalized project documentation (Prodoc, CEO Endorsement Template, AMAT Framework) as directed by the international project development specialist

These sections are indicative; As templates may be subject to change, the Consultant will be required to obtain guidance from the UNDP/GEF Regional Technical Advisor, UNDP MCO and the International Project Development Specialist on applicable formats and templates and ensure that his/her work is compliant with UNDP/GEF and UNDP MCO requirements.

4) QUALIFICATIONS
Education:
Postgraduate degree or equivalent education in ecosystems and biodiversity, natural resources and/or environment related discipline.
Experience:
· Experience and skills in facilitation or multi-stakeholder workshops and broad-based consultative processes;
· Previous experience of working with International Organisations and ideally on the development of GEF projects;
· Excellent analytical skills;
· Excellent verbal and written communication skills in English;
· Very good inter-personal skills and the ability to work with a multitude of stakeholders;
· Proficiency in computers; good working knowledge of word processing and spreadsheet programmes, particularly MS Word and MS Excel.
5) OTHERS
Time frame:
The timeframe for this assignment will be a total of 150 working days over a period from March 2012 to October 2012. During this time the Climate Change/Marine Ecosystems Specialist will be expected to be in Funafuti as well as make occasional visits to the project areas across the country.
Inputs : The Project Development Specialist is required to have his/her own computer for the consultancy, and availability to travel to at least some Islands in Tuvalu during the duration of the consultancy.

Identify specific potential maintenance needs for the technologies adopted;
Assess existing investment through the Special Development Expenditure to enhance islands’ DRM capacity.

Assist the Project Development Specialist in the design of a Strategic Results Framework and the delineation of indicative project activities, with a specific focus on Component 2 of the Project Identification Form – Enhancing communication of climate risks, connectivity and coordination;
Define key project roles, responsibilities and project management arrangements for the project, specifically with respect to Component 2;

COMPONENT 3 – Stakeholder Consultations and Involvement Plan
Analyze the existing stakeholder baseline of the project by inventorying relevant stakeholders and developing a stakeholder involvement plan for the project;
Coordinate negotiations and consultations with relevant government agencies, project stakeholders and potential project partners to collect input and define a basic project strategy;
Ensure that project design is aligned specifically with respect to the JICA’s AM Radio project;
Carry out selected community-based consultations to assess existing challenges and capacity gaps in implementing island disaster response plans and communication protocols;
Undertake baseline survey as basis for elaboration of the GEF specific Adaptation Monitoring framework and indicators (AMAT).

COMPONENT 4 – Financial Planning and Co-financing Definition
Support the International Project Development Specialist in financial management planning and identifying and finalizing project co-financing requirements, with respect to ecosystem services and assets.

COMPONENT 5 – Drafting of Full-size UNDP/GEF Compliant Project Document
Liaise with the International Project Development Specialist and provide him/her with local assessment information needed to formulate a complete, UNDP/GEF compliant full-size project document

3) KEY DELIVERABLES
The Consultant will support the International Project Development Specialist in providing a comprehensive UNDP/GEF LDCF compliant set of project documents. The key deliverables in support of this product are as follows:
A summary of disaster management policies, plans and practices at the national and island level with analysis on roles, responsibilities and capacity assessments of each stakeholder who takes part in disaster response. At the island-level, gender-disaggregated information is necessary;
A list of mechanical inventories, with proper pricing and technical specifications, for the investment of equipment to enhance DRM communication facilities at outer island level;
Assessment of training needs among national DMO, Island Disaster Committees and communities for effective distribution of early warning information and early response measures;
Problem analysis and strategy for promoting climate-resilient marine-based coastal livelihood options
Stakeholder involvement plan
Strategic Results Framework for the project
Review and inputs to finalized project documentation (Prodoc, CEO Endorsement Template, AMAT Framework) as directed by the international project development specialist
These sections are indicative; As templates may be subject to change, the Consultant will be required to obtain guidance from the UNDP/GEF Regional Technical Advisor, UNDP MCO and the International Project Development Specialist on applicable formats and templates and ensure that his/her work is compliant with UNDP/GEF and UNDP MCO requirements.

4) QUALIFICATIONS
Education:
Postgraduate degree in disaster risk management or a related field in the Pacific Islands and/or with a 10year Pacific work experience.
Experience:
· Experience and skills in facilitation or multi-stakeholder workshops and broad-based consultative processes;
· Previous experience of working with International Organisations and ideally on the development of GEF projects;
· Excellent analytical skills;
· Excellent verbal and written communication skills in English;
· Very good inter-personal skills and the ability to work with a multitude of stakeholders;

5) OTHERS
Time frame:

Objectives:
Under the overall guidance from the Fiji Multi-Country Office (MCO) and the Project Development Specialist, the Climate Change/Marine Ecosystems Specialist will work to prepare a UNDP/GEF compliant full-size project document. He/She will facilitate the collection and synthesis of baseline information, key partners and stakeholders, current policy framework and capacity/research gaps. He/She will facilitate local stakeholder consultations, consolidate stakeholder input and guide the preparation of the project in line with national priorities.
1) GENERAL BACKGROUND
The Government of Tuvalu has been granted funds under the Least Developed Countries Fund (LDCF) administered by the Global Environment Facility (GEF) to prepare a project linked to the enhancement of resilience of marine-based coastal livelihoods and climate hazard response capacity, benefiting all islands of Tuvalu. Both national and local authorities need additional investment and technical support in ensuring that their development agenda is not undermined by a changing climate.
In this regard, the Project will provide additional resources necessary to ensure that communities in Tuvalu continue to maintain viability of marine-based coastal livelihoods and to enhance capacity to respond to increasing climate induced hydro-meteorological risks. The main project components include: (i) implementation of community-based climate resilient livelihood options to reduce vulnerability to future climate change; (ii) enhanced communication of climate risks, connectivity and coordination to increase the response capacity of outer islands to increasingly frequent storms; (iii) and inclusive local planning, budgeting and budget execution for strengthened climate resilience.
The project is seeking a qualified short-term National Consultant to fill the position of a Climate Change/Marine Ecosystems Specialist, working alongside an international Project Development Specialist and National Disaster Risk Management Specialist. The Consultant will work to prepare a UNDP/GEF compliant full-size project document. He/She will facilitate the collection and synthesis of baseline information, key partners and stakeholders, current policy framework and capacity/research gaps. He/She will facilitate local stakeholder consultations, consolidate stakeholder input and guide the preparation of the project in line with national priorities.
2) FUNCTIONS/KEY RESULTS EXPECTED
COMPONENT 1 – Technical Definition and Capacity Needs Assessment
Data collection on existing marine protected areas (both formal and informal) and relevant policies and plans;
Summarize the existing practices towards managing informal marine protected areas including zoning, resource stock surveys, monitoring and enforcement;
· Summarize the current state of relevant climate risk and vulnerability analysis available in the country, with a focus on marine ecosystems, livelihoods and management;
· Identify and review existing vulnerability studies and assessments of climate change on marine ecosystems and marine-based coastal livelihoods;
· Assess the existing level of marine resource utilization for household consumption and commercial purposes;
· Assess the current level of Special Development Expenditure invested in enhancing the baseline development related to fisheries and protected areas;
· Assess existing land-use practices and planning to gauge the potential, risks and needs of in-land fisheries development;
Identify menu of suitable marine-based livelihood options in support of climate resilience livelihood;
Assess existing capacities at sector and outer island levels to apply climate science information in planning and implementing sustainable use of marine resources linked to local development planning – both in terms of functional and technical capacities for organizations and individuals;
Assess existing capacities of Community Fisheries Centers and relevant CSOs in incorporating available climate change information in adjusting the services they provide
Assess existing awareness of target communities of climate hazards, risk, and adaptation strategies and methods.
Identify possible sites for the introduction of climate resilient marine-based coastal livelihood options including near-shore cage farming, in-land spawning and aquaculture.
COMPONENT 2 – Institutional Arrangements, Monitoring and Evaluation
Assist the Project Development Specialist in the design of a Strategic Results Framework and the delineation of indicative project activities, with a specific focus on Component 1 of the Project Identification Form – Implementation of community-based climate resilient livelihood options;
Define key project roles, responsibilities and project management arrangements for the project, specifically with respect to Component 1;
Develop a replication and sustainability strategy for the project;
Define a project sustainability strategy to ensure replication of project benefits beyond the lifetime of the project.

Objectives:
Under the overall guidance from the Fiji Multi-Country Office (MCO) the Project Development Specialist will define and coordinate the inputs of a consultant team (“the Team”) to prepare a project document which meets UNDP and GEF/LDCF requirements for approval, in consultation with local counterparts and UNDP.
1) GENERAL BACKGROUND
UNDP is supporting the Government of Tuvalu in addressing its development challenges specifically through its continued support for strengthened local governance, with a focus on outer islands. An important emerging area linked to this work relates to the increasing risks to local development and the provision of local services associated with climate variability as well as longer term climate change. By integrating measures to assess and plan for these risks into local government planning, budgeting and budget execution, the long term sustainability of these services can be secured.
A Project Preparation Grant (PPG) for a Project entitled “Effective and Responsive Island-Level Governance to Secure And Diversify Climate Resilient Marine-Based Coastal Livelihoods and Enhance Climate Hazard Response Capacity” has been secured from the Least Development Countries Fund (LDCF) of the UNFCCC. The assignment is aimed at preparing a full-size UNDP project document in line with an approved Project Identification Form (PIF) that has been submitted to the Global Environment Facility, which administers the LDCF.
The Project will provide additional resources necessary to ensure that communities in Tuvalu continue to maintain viability of marine-based coastal livelihoods and to enhance capacity to respond to increasing climate induced hydro-meteorological risks. The main project components include: (i) implementation of community-based climate resilient livelihood options to reduce vulnerability to future climate change; (ii) enhanced communication of climate risks, connectivity and coordination to increase the response capacity of outer islands to increasingly frequent storms; (iii) and inclusive local planning, budgeting and budget execution for strengthened climate resilience.
The Project will use the existing island level development planning and budgeting process – Island Strategic Plan and Special Development Expenditures, respectively – to channel additional financial resources and technical support on adaptation in the context of protecting marine-based coastal livelihoods and climate-induced disaster risk reduction. This element of the project will be drawn together through participatory and transparent local planning and budget measures being implemented through UNDP’s Support to Local Governance (SLG) programme. In addition, the project will enhance disaster risk reduction communication infrastructure across all outer islands building on an on-going donor assistance to establish nationwide AM radio network. The implementing partner for the project is the Ministry of Foreign Affairs, Tourism,Trade, Environment and Labor (MoFATTEL), in close collaboration with the Ministry of Home Affairs and Rural Development (MoHARD), Ministry of Natural Resources, and Disaster Management Office.
Duty Station
Primary duty station is in Tuvalu during the engagement period. Up to 3 Field Missions, each with extensive stay in the country and travel to outer islands, will be required in consultation with the Government, UNDP Fiji MCO and the Tuvalu UN Joint Presence Office.
2) FUNCTIONS/KEY RESULTS EXPECTED
Main tasks leading to the formulation of the project document involve:
COMPONENT 1 – Technical Definition and Capacity Needs Assessment
Oversee definition of the project baseline (i.e. current policies, strategies, current capacities and activities, baseline M&E indicators) and contribute to the synthesis of relevant baseline information (gender-disaggregated if necessary), which will feed into the final project results framework;
· Undertaken a detailed assessment of the use of the Special Development Expenditures at the outer island level and review each Island Strategic Plans and its formulation processes; review the types of support the ISP formulation process is receiving from the first LDCF project and identify areas where the LDCF resources could be used to improve the planning and budgeting process in a climate resilient manner;
· Ensure that LDCF resources are used to address additional climate change-induced risks and existing community level vulnerabilities on top of the existing development baseline in the selected pilot regions/sites;
· With support from a team of national consultants, verify suitability and technical and financial feasibility of the selected adaptation options and ensure that they increase adaptive capacity and reduce long-term climate-change-induced vulnerability;
Identify and address gaps in information on activities underlying project outputs;
Facilitate and/or establish technical support coordination with regional organizations such as SPC and bilateral donors in the context of the focus of the project;
· Ensure that criteria for the selection of pilot sites and adaptation options reflect long-term vulnerability to climate change;
Develop an Additional Cost Analysis for the full-size project, compliant with the requirements of the GEF Full Scale Project template for Adaptation projects;
COMPONENT 2 – Institutional Arrangements, Monitoring and Evaluation
Propose a workable management arrangement for the project including decision making and hierarchical structure, roles and responsibilities and appropriate financial and technical workflow arrangements, taking into account existing arrangements for the disbursement of the Special Development Expenditure (SDE) and Falekaupule Trust Fund;
Assist the Fiji MCO in undertaking capacity assessments of the proposed Implementing Partner (Department of Environment), other key ministries and local institutions on financial management (HACT assessment), project management and implementation, and reporting requirements;
Review inputs by the national consultant team on the definition of the Strategic Results Framework including a Project Objective, Outcomes, Outputs and indicative Activities and ensure compliance of the Full Size Project monitoring framework with UNDP/GEF quality requirements (particularly that the indicators used are specific, measurable, appropriate, relevant and time bound);
Define a project sustainability strategy to ensure replication of project benefits beyond the lifetime of the project.
COMPONENT 3 – Stakeholder Consultations and Involvement Plan
Ensure that stakeholder consultations with relevant public and private authorities take place including mobilization of project beneficiaries in defining project components, including mapping climate change adaptation needs and gaps;
Provide advice and quality control for the design and implementation of an appropriate stakeholder involvement strategy;
Support awareness raising for climate change adaptation and capacity building of key stakeholders throughout the PPG phase through meetings and outreach materials;
Ensure that the development of the overall project framework is participatory, gender-sensitive and based on a wide range of project stakeholders;
Facilitate and guide appropriate alignment of the project with related activities of other government, donor and private sector-driven activities in climate change adaptation and otherwise, inter alia, the first LDCF project and UNDP-led Support to Local Governance and MDG projects;
Ensure that the workplan for the implementation phase of the project is appropriate and transparent in terms of activities and responsibilities;
COMPONENT 4 – Financial Planning and Co-financing Definition
Capture and detail the co-financing arrangements for each envisaged project component;
Put particular attention to the design of project components requiring joint financing from different sources and stakeholders;
Support discussions with Government to clarify and finalize co-financing contributions to the project
Explore and clarify multilateral and bilateral co-financing opportunities, in collaboration with the UNDP country office
COMPONENT 5 – Drafting of Full-size UNDP/GEF Compliant Project Document
Consolidate inputs by the consultant team into a full-size UNDP/GEF compliant climate change adaptation project document;
Review the findings of the technical assessments undertaken during the preparatory phase and synthesize them in the relevant sections of the final project document;
Discuss and agree on the indicative project activities and compile a first Annual Work Plan (as per UNDP CO format) for project implementation;
Finalize the overall Project Logical Framework (Objective, Outcomes, Outputs, Indicators, source of Verification, Risks/Assumptions) and Additional Cost Analysis;
Compile Total Budget and Financing Plan;
Draft Organigram, timetable and Terms of Reference for key functions within the final project document taking into account the requirements and guidelines of UNDP/Results-Based Management;
Review and finalize stakeholder involvement plan;
Review Management Arrangements, M&E plan and M&E Budget for UNDP/GEF compliance, including the new GEF AMAT monitoring framework;
Finalize administrative mechanisms, including measures for effective delivery of LDCF financing (e.g. through the use of local government delivery mechanisms through SGP) for the implementation phase, together with the UNDP Multi-Country Office;
Ensure that appropriate co-financing for the project is identified and that co-financing endorsement letters are available at the end of the PPG phase;
Compile Annexes for the full-size project document;
Ensure alignment of the full-size project document and CEO Endorsement Template with UNDP/GEF format and criteria;
Draft ToRs for all core project staff and national and international consultants
3) KEY DELIVERABLES
The key deliverable of the Project Development Specialist will be a final comprehensive UNDP/GEF LDCF project document in a style accessible to senior policy makers. The document should make full use of figures, diagrams and boxes to bring out key points and summarize materials emerging from the PPG phase.
Preparation of this key deliverable will include quality control and final formulation of the following indicative sections of a UNDP/GEF compliant project document:
Situation Analysis (including proposal sections on context, threats/root causes/barriers analysis, institutional/sectoral/policy context, stakeholder analysis, business-as-usual-analysis, gender issue analysis, indigenous groups, business-with-GEF-analysis)
Project Strategy (including proposal sections on project rationale and policy conformity, project goal, objective, outcomes, outputs and activities, project indicators, risks and assumptions, country ownership, cost-effectiveness, sustainability and replicability)
Institutional and Management Arrangements
Monitoring and Evaluation Plan and Budget

Payment Schedule:
20% paid upon receiving the revised budget and combined WorkPlan;
25% of the contract amount will be paid upon submission of the Draft Strategic Results Framework available for review by UNDP CO and RTA
25% of the contract amount will be paid upon submission of the first draft of project document available and shared with UNDP CO, and RTA for review
20% of the contract amount will be paid upon the submission of Second draft of full-size project document incl. final SRF, budget and all Annexes complete; and

1) QUALIFICATIONS
Education:
Master’s Degree in either Natural Science or Social Science or equivalent in environment management, land use planning, development economics, sustainable development, or related field.
Experience:
· At least 7 years of relevant experience in adaptation to climate change, environment management and sustainable development or a related field at the national or international level.
· Demonstrated experience in project formulation (English language), experience in GEF project formulation.
· Demonstrated experience in providing management advisory services
· Demonstrated track record in the design, monitoring and evaluation of development projects and establishing/facilitating relationships between international organizations and national governments.

Objectives:
Under the overall guidance from the Fiji Multi-Country Office (MCO) and the Project Development Specialist, the Disaster Risk Management Specialist will work to prepare a UNDP/GEF compliant full-size project document. He/She will facilitate the collection and synthesis of baseline information, key partners and stakeholders, current policy framework and capacity/research gaps. He/She will facilitate local stakeholder consultations, consolidate stakeholder input and guide the preparation of the project in line with national priorities.
1) GENERAL BACKGROUND
The Government of Tuvalu has been granted funds under the Least Developed Countries Fund (LDCF) administered by the Global Environment Facility (GEF) to prepare a project linked to the enhancement of resilience of marine-based coastal livelihoods and climate hazard response capacity, benefiting all islands of Tuvalu. Both national and local authorities need additional investment and technical support in ensuring that their development agenda is not undermined by a changing climate.
In this regard, the Project will provide additional resources necessary to ensure that communities in Tuvalu continue to maintain viability of marine-based coastal livelihoods and to enhance capacity to respond to increasing climate induced hydro-meteorological risks. The main project components include:
(i) implementation of community-based climate resilient livelihood options to reduce vulnerability to future climate change;
(ii) enhanced communication of climate risks, connectivity and coordination to increase the response capacity of outer islands to increasingly frequent storms;
(iii) and inclusive local planning, budgeting and budget execution for strengthened climate resilience.

The project is seeking a qualified short-term National Consultant to fill the position of a Disaster Risk Management Specialist, working alongside an international Project Development Specialist and National Climate Change/Marine Ecosystems Specialist. The Consultant will work to prepare a UNDP/GEF compliant full-size project document. He/She will facilitate the collection and synthesis of baseline information, key partners and stakeholders, current policy framework and capacity/research gaps. He/She will facilitate local stakeholder consultations, consolidate stakeholder input and guide the preparation of the project in line with national priorities.
2) FUNCTIONS/KEY RESULTS EXPECTED
COMPONENT 1 – Technical Definition and Capacity Needs Assessment
Data collection on existing disaster management policies, plans and practices at both national and island level, including analysis of the National Disaster Management Plan and the Joint National Action Plan on Disaster Risk Management;
Identify specific roles, responsibilities and capacity in the disaster information transmission mechanism as specified in page 10 of the PIF, with gender disaggregated information at the community level
Identify existing equipment at the outer island level in relation to disaster response including satellite phones, radio equipment, public announcement systems, radios at household level;
· Identify and review existing and future vulnerability studies and assessments of climate change on climate hazards;
· Undertake needs assessment for DRM trainings and island disaster response plans in close consultation with the Disaster Management Office;
Identify menu of suitable technology(ies) to enhance the communication capacity between the capital and outer islands including early warning system and radio receivers;
Identify specific potential maintenance needs for the technologies adopted;
Assess existing investment through the Special Development Expenditure to enhance islands’ DRM capacity.
COMPONENT 2 – Institutional Arrangements, Monitoring and Evaluation
Assist the Project Development Specialist in the design of a Strategic Results Framework and the delineation of indicative project activities, with a specific focus on Component 2 of the Project Identification Form – Enhancing communication of climate risks, connectivity and coordination;
Define key project roles, responsibilities and project management arrangements for the project, specifically with respect to Component 2;
COMPONENT 3 – Stakeholder Consultations and Involvement Plan
Analyze the existing stakeholder baseline of the project by inventorying relevant stakeholders and developing a stakeholder involvement plan for the project;
Coordinate negotiations and consultations with relevant government agencies, project stakeholders and potential project partners to collect input and define a basic project strategy;
Ensure that project design is aligned specifically with respect to the JICA’s AM Radio project;
Carry out selected community-based consultations to assess existing challenges and capacity gaps in implementing island disaster response plans and communication protocols;
Undertake baseline survey as basis for elaboration of the GEF specific Adaptation Monitoring framework and indicators (AMAT).
COMPONENT 4 – Financial Planning and Co-financing Definition
Support the International Project Development Specialist in financial management planning and identifying and finalizing project co-financing requirements, with respect to ecosystem services and assets.
COMPONENT 5 – Drafting of Full-size UNDP/GEF Compliant Project Document
Liaise with the International Project Development Specialist and provide him/her with local assessment information needed to formulate a complete, UNDP/GEF compliant full-size project document
3) KEY DELIVERABLES
The Consultant will support the International Project Development Specialist in providing a comprehensive UNDP/GEF LDCF compliant set of project documents. The key deliverables in support of this product are as follows:
A summary of disaster management policies, plans and practices at the national and island level with analysis on roles, responsibilities and capacity assessments of each stakeholder who takes part in disaster response. At the island-level, gender-disaggregated information is necessary;
A list of mechanical inventories, with proper pricing and technical specifications, for the investment of equipment to enhance DRM communication facilities at outer island level;
Assessment of training needs among national DMO, Island Disaster Committees and communities for effective distribution of early warning information and early response measures;
Problem analysis and strategy for promoting climate-resilient marine-based coastal livelihood options
Stakeholder involvement plan
Strategic Results Framework for the project
Review and inputs to finalized project documentation (Prodoc, CEO Endorsement Template, AMAT Framework) as directed by the international project development specialist
These sections are indicative; As templates may be subject to change, the Consultant will be required to obtain guidance from the UNDP/GEF Regional Technical Advisor, UNDP MCO and the International Project Development Specialist on applicable formats and templates and ensure that his/her work is compliant with UNDP/GEF and UNDP MCO requirements.
4) QUALIFICATIONS
Education:
Postgraduate degree in disaster risk management or a related field in the Pacific Islands and/or with a 10year Pacific work experience.
Experience:
· Experience and skills in facilitation or multi-stakeholder workshops and broad-based consultative processes;
· Previous experience of working with International Organisations and ideally on the development of GEF projects;
· Excellent analytical skills;
· Excellent verbal and written communication skills in English;
· Very good inter-personal skills and the ability to work with a multitude of stakeholders;
· Proficiency in computers; good working knowledge of word processing and spreadsheet programmes, particularly MS Word and MS Excel.
5) OTHERS
Time frame:
The timeframe for this assignment will be a total of 50 working days over a period from March 2012 to September 2012. During this time the Disaster Risk Management Specialist will be expected to be in Funafuti as well as make occasional visits to the project areas across the country.
Inputs:

STRATEGIC ENGAGEMENT, PLANNING AND POLICY DIVISION
The Strategic Engagement, Planning and Policy Facility (SEPPF) provides planning and policy support services to the Secretariat of the Pacific Community (SPC) to assist it in fulfilling its mandate to meet the needs of its member countries. SEPPF also assists members to formulate and implement appropriate climate change adaptation and mitigation responses. SEPPF collaborates with agencies such as the Secretariat of the Pacific Regional Environment Programme (SPREP), the Pacific Islands Forum Secretariat (PIFS) and the University of the South Pacific (USP).

The overall objective of the Global Climate Change Alliance: Pacific Small Island States (GCCA: PSIS) project is to support the governments of nine Pacific small island states, namely: Cook Islands, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Tonga and Tuvalu, in their efforts to tackle the adverse effects of climate change. The project aims to promote long-term strategies and approaches to climate change adaptation planning, and to pave the way for more effective and coordinated aid delivery on climate change at the national and regional level. The GCCA: PSIS project is funded by the European Union and has four key results areas:

1. Supporting national efforts to successfully mainstream climate change into national and sector response strategies; 2. Identifying, designing and supporting the implementation of national adaptation activities; 3. Enhancing the contribution of regional organisations to national adaptation responses; 4. Building regional capacity to coordinate the delivery of streamlined adaptation finance and targeted technical assistance to countries.

The GCCA: PSIS comprises a small team consisting of a Programme Manager based in Suva, a Climate Change Adviser for the North Pacific based in Pohnpei, a Climate Change Adviser for the South Pacific based in Suva, a Climate Change Coordination Adviser based at SPREP in Apia, and a Project Finance Officer based in Suva. Project supervision is provided by the SPC Principal Climate Change Advisor based in Noumea, and administrative oversight by the Director, SEPPF, Suva.


ROLES AND RESPONSIBILITIES
The position of Project Finance Officer is responsible to the GCCA:PSIS Programme Manager. The incumbent is responsible for providing financial management for the three-year European Union funded GCCA: PSIS project. This includes responsibility for the management of general accounting, project accounting, audit, budgetary controls, monitoring of programme and financial performance/progress, compliance with EU requirements, disbursement of funds and contracting with Pacific Island Countries and Territories (PICTs). The position will also assist the Programme Manager with the administrative and coordination duties associated with the project and be responsible for the day-to-day operation of the project office.

The Project Finance Officer is responsible for:
• ensuring that all financial progress and final reports on programmes and projects are submitted in accordance with donors reporting requirements in a timely manner; • capturing actual information from countries about the progress of the adaptation projects and interfacing this information to report on performance budget; • collaborating with PICTs to raise the level of financial management competency in the climate change arena to move towards greater accountability, value-for-money and outcomes; • regularly reviewing the budget and forecast to ensure that funds for the project are managed and operating effectively; • identifying potential issues related to risk management and advising on solutions; • ensuring that the project is delivered on schedule and within budget.
The role encompasses 4 major functions as follows.
Developing and implementing financial procedures for the overall project in accordance with SPC and donor (EU) requirements
- Managing general and project accounting in accordance with SPC and EU regulations;
- Audit and budgetary controls;
- Monitoring programme and financial performance/progress and financial reporting.
Financial tracking of country-specific climate change adaptation projects
- Assisting the GCCA team and PICTs with the preparation of budgets for each adaptation project;
- Timely tracking of implementation and expenditure for each adaptation project;
- In conjunction with PICTs ensuring that sound financial management processes are followed for each adaptation project;
- Providing support to the GCCA team, where appropriate, about the application of direct budget support to PICTs.
Providing timely and accurate financial information for decision-making
- Regularly monitoring project progress and financial performance;
- Preparing regular financial progress reports;
- Identifying financial and implementation issues in a timely manner.
Assisting with project coordination
- Assisting the Programme Manager with project coordination including office administration, staff travel, organisation of events and meetings, reporting as required.
QUALIFICATIONS AND EXPERIENCE
Essential
1. Degree in accounting, finance, business administration.
2. A minimum of five years’ experience, including a knowledge of budgetary processes in PICTs and experience with donor requirements.
3. Experience with use of financial management information systems (SPC uses Microsoft Navision).
4. Understanding of project budgeting, financial reporting, audit requirements, and efficient systems for international fund transfer.
5. Sound administrative, coordination, relationship building and negotiation skills.
6. Advanced computer skills in applications such as Microsoft Word and Excel.
7. Strong written and oral English communication skills.
Desirable

SALARY, TERMS AND CONDITIONS
SALARY AND ALLOWANCES
The position is in Band 9 of SPC’s salary scale.
Salaries for staff recruited internationally are set in SDR (special drawing rights) and paid in the local currency (i.e. the Fiji dollar, FJD, in Fiji). As per SPC’s 2012 salary scale, the salary range for this band is SDR 1,896–2,844 per month. At prevailing exchange rates these amounts convert to approximately FJD 5,300–7,900 per month (2,220.18€–4,400; € 2,200–3,400).
Offers of appointment for initial contracts will be made in the lower half of this range, with due consideration being given to experience and qualifications.
The organisation subsidises housing. A housing allowance of 75 per cent of the total rental, up to a limit of FJD 2,625 per month, will be provided. The minimum housing allowance payable is FJD 1,170 per month.
In addition, an establishment grant will be payable to non-residents of Fiji. Where appropriate, other allowances, such as an education allowance, may be payable.
While SPC remuneration is not subject to income tax in Fiji at the present time, this status is currently under review by the Government of Fiji. Any change in this status will apply to Fiji nationals.
PROVIDENT FUND
The appointees will be eligible for membership in SPC’s Staff Provident Fund. Staff members contribute eight per cent of their base salary, to which SPC adds a matching contribution.
TENURE
The appointment is for a period of three years, with the possibility of renewal for a further period depending on performance and continued funding availability.
DUTY STATION
Suva, Fiji.
LEAVE
Annual leave will accrue at the rate of 25 working days per annum.
Sick leave is 30 working days per annum.
MEDICAL BENEFITS
SPC’s Staff Medical Insurance reimburses doctor fees, costs of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.

PUBLIC HEALTH DIVISION
SPC's Public Health Division (PHD) supports the development of healthier Pacific Island communities through four broad objectives under the strategic plan 2010-2014:
1. Combat and reduce the overall impact and burden of diseases.
2. Contribute to strengthening national health systems.
3. Increase the capacity of Pacific Island countries and territories (PICTs) to address non-health sector determinants of health.
4. Increase the efficiency and impact of interventions.
PHD's primary focus is to provide technical assistance and to implement programmes in support of countries' priorities and plans. PHD has staff based in Noumea, Suva, Pohnpei, Honiara and Port Vila. Information on PHD and the division's strategic plan is available at http://www.spc.int/php.
GRANT MANAGEMENT UNIT
The Grant Management Unit (GMU) is a facility in PHD for managing public health-related grants to sub-recipients, including PICTs, non-governmental organisations, regional organisations and civil society organisations. The GMU provides best grant management practices and enhances PHD's capability for harmonised and quality management of programmes and projects. In 2011, grants to countries were budgeted at around 11.49€ million, with the main funding streams being the Global Fund to Fight AIDS, Tuberculosis and Malaria; the Pacific Islands HIV and STI Response Fund; the Pacific Regional Influenza Pandemic Preparedness Project; and the Pacific Non-communicable Disease Framework 2-1-22 grants supported by Australia and New Zealand.
The GMU is responsible for harmonising and standardising grant management processes and procedures for two of PHD's largest donor projects: the multi-country Western Pacific project (managing Global Fund grants) and the Pacific Islands HIV and STI Response (which aims to deliver high quality, performance-based funding services to the countries and regional partners).
The unit consists of three teams: 1) the Grant Coordination Team, 2) the Finance Team and 3) the Procurement and Supply Management Team.

FINANCIAL CONTROLLER
The Financial Controller is a member of the GMU. The position reports to the Manager, GMU and works in close coordination with the Grant Coordination Team and the Procurement and Supply Management Team to ensure sound financial and grant management practices for the Global Fund to Fight AIDS grants to SPC as the principle recipient.
The incumbent is responsible to ensure that during all phases of grant management (grant inception, programme monitoring, grant closure and/or grant continuation) donor grant financing under the management of the GMU is disbursed and used by in-country stakeholders in a transparent manner and to achieve programme outcomes. The role involves taking into consideration the goals of using existing in-country fiscal planning and decision making processes, where appropriate, and promoting transparency in financial accounting and reporting. The position will also contribute towards harmonised approaches across all grant portfolios in PHD.
ROLES AND RESPONSIBILITIES
The position of Financial Controller encompasses the following major roles and responsibilities in support of PHD's strategic plan objectives:
* accurately preparing, analysing and reporting on monthly consolidated finance reports to inform implementation actions;
* managing the work of a small team of finance staff to ensure consistently high quality outputs are delivered within agreed deadlines;
* preparing and managing the GMU annual budgets, to ensure fund availability for implementation activities in line with the annual work plan;
* preparing ongoing funding requests on a routine basis with a focus on high quality data verification and variance reporting and analysis on strategies to maximise programme outcomes
* leading the GMU's engagement with external assessments (including external programme and data verification agents on a routine or ad-hoc basis) to ensure ongoing programme funding;
* developing and implementing an annual plan to systematically evaluate the financial management capacity of grant implementers (on and off site) to make and track recommendations to strengthen capacity;
* overseeing day to day use and accuracy of grant implementation data entered into and reported through SPC's Navision Finance System ensuring its satisfactory operation and service for end user need;
* developing and maintaining up-to-date SOPs for good financial management of grant funds at the GMU level (taking into account different donor needs);
* developing, using, and maintaining a register of programme implementation staff (finance and non-financial) involved in direct grants from PHD, and training, to facilitate an annual review of gender diversity in persons benefiting from grant funding through salaries and other financial support;
* contributing to SPC's strategic decision making with supporting partners, governments, and other stakeholders to develop financial frameworks that foster multi-sectoral approaches;
* preparing and delivering tools and training to increase capacity to budget for, use and acquit funds in a transparent way;
* establishing, operating and maintaining a financial risk management system designed to detect and alert the GMU to irregular expenditures and financial practices and opportunities that may facilitate unauthorised and fraudulent use of grant funds;
* contributing to the ongoing development and enhancement of systems within PHD, with a particular focus on financial systems and linkages between financial and non-financial operating systems;
* working closely with GMU Grant Coordinators, Grant Officers and Finance Development Officers, as well as relevant staff at the corporate level.
SELECTION CRITERIA
Essential
1. University degree in accounting and/or financial management, with a sound knowledge of financial and management accounting.
2. Advanced knowledge of and skills in integrated financial management and information systems or ERP.
3. At least 10 years' financial management/accounting experience, with prior experience in a management or leadership role, preferably in a large organisation using modern management and information systems.
4. Demonstrated financial management and analysis skills, including experience in a multi-currency environment.
5. Demonstrated experience in auditing or detailed examination of complex grants or programmes.
6. Excellent verbal and written English communication and negotiation skills 7. Experience working in a multicultural team environment with diverse stakeholders.
8. Advanced skills in Microsoft Word, Excel, PowerPoint, Navision and Jet Reports.
9. Willingness to travel and undertake overseas assignments in SPC countries and beyond.
Desirable
1. Member of a recognised accounting and/or auditing professional body.
2. Master's degree in Business Administration, Public Administration or Finance.
3. Previous work experience in a grant making environment on donor-funded public health projects or programmes in a developing country setting.
4. A working knowledge of Global Fund financial reporting requirements.
5. Demonstrated capacity to develop and deliver training programmes.
6. A working knowledge of French.
SALARY, TERMS AND CONDITIONS
SALARY AND ALLOWANCES
The position is in band 11 of SPC's salary scale.
Salaries for staff recruited internationally are set in SDR (Special Drawing Rights) and paid in the local currency (e.g. the French Pacific Franc, XPF, in New Caledonia). As per SPC's 2011 salary scale, the salary range for this band is SDR 3,589-5,182 per month. At prevailing exchange rates, these amounts convert to approximately XPF 490,257-707,861 per month (4,288.89€-8,200 / EUR 4,100-5,900).
An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications.
The organisation subsidises housing. An SPC-owned or SPC-rented house or flat will be made available, with the staff member contributing 25 per cent of the normal rental.
In addition, an establishment grant is payable to non-residents of New Caledonia. Where appropriate, other allowances, such as an education allowance, may be payable.
SPC salaries are not subject to income tax in New Caledonia at the present time.
PROVIDENT FUND
The appointee will be eligible for membership in SPC's Staff Provident Fund. Staff members contribute eight per cent of their base salary, to which SPC adds a matching contribution.
TENURE
The appointment is for a period up to 30 June 2013, subject to a six-month probationary period, with the possibility of renewal for a further period depending on performance and continued funding availability.
DUTY STATION
Noumea, New Caledonia.
LEAVE
Annual leave will accrue at the rate of 25 working days per annum.
Sick leave is 30 working days per annum.
MEDICAL BENEFITS
SPC's Staff Medical Insurance reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside Fiji, the cost of air fares by the most direct and / or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects, will be met by SPC on appointment and termination.
COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.
SMOKE-FREE ENVIRONMENT
Smoking is not permitted in the work place.

Introduction
In January 2005, 168 member states endorsed the Hyogo Framework for Action 2005-2015[1] (HFA) at the World Conference on Disaster Reduction. The HFA was subsequently endorsed by the General Assembly of the United Nations (A/RES/60/195) with the culmination of a process started in 1990 with the declaration of the International Decade for Natural Disaster Reduction (A/RES/42/169).
To access the progress in the implementation of the HFA priorities of actions, a multi-tier online tool has been established to assist in the regional, national and local progress review, facilitated by UNISDR and led by governments. Achievements in each core indicator are rated on a scale of 1 to 5, with 1 representing ‘minor’ achievement and 5 indicating ‘comprehensive’ achievement. It also gives governments the opportunity to assess their achievements and challenges. More than 100 countries and territories used the HFA Monitor in 2007–2009, and 133 participated in the 2009–2011 review (of which 6 PICs reviewed their progress in the last cycle.). The process is led and owned by inter-governmental organizations, governments and local government institutions at regional, national and local levels, respectively.
The HFA was adapted for the Pacific region over the course of 2005 and in October of that year Pacific leaders endorsed the Pacific Disaster Risk reduction and Disaster Management Framework for Action 2005 – 2015. This policy document is now commonly referred to as the ‘Regional Framework for Action’ or ‘RFA’.
The implementation of the RFA at regional and national level is supported by members of the Pacific Disaster Risk Management Partnership Network established in February 2006 and coordinated by the Applied Geoscience & Technology Division (SOPAC) of the Secretariat of the Pacific Community.
Purpose
The purpose of the consultancy is to provide much needed technical assistance to the PICs in assessing their progress of the implementation of disaster risk management in connection with the core indicators of the HFA and suggested national activities in the RFA. The results will inform disaster risk management planning and implementation at regional, national and sub-national levels and guide decisions on future priority DRM investments. The results of the progress review will also provide inputs into:
1.The development of Joint DRM and Climate Change National Action Plans (where relevant)
2.The development of draft Country Implementation Plans specifically to articulate country DRM priorities in connection with individual national allocations under the EDF10 ACP-EU Natural Disaster Facility.
3.The development of an integrated regional strategy for DRM and Climate Change by 2015.
4.A country and Pacific regional perspective in relation to the development of a post-2015 framework for disaster risk reduction consistent with the United Nations General Assembly Resolution 66/199.
Process & Methodology
The approach of the review would be consistent with the requirements of the Biennial Progress Review of the Hyogo Framework for Action (HFA) as well as the Regional Disaster Risk Reduction and Disaster Management Framework for Action (RFA), jointly led in the Pacific by the sub-regional office of the United Nations International Strategy for Disaster Reduction (UNISDR) and the Applied Geoscience & Technology Division (SOPAC) of the Secretariat of the Pacific Community (SPC).
It is anticipated that the process will involve literature review, individual consultations (direct and/or virtual), facilitating workshops, multi-stakeholder consultations and consultations with national stakeholders and key members of the Pacific DRM Partnership Network such as SOPAC, UNISDR, SPREP and others under the auspices of the National HFA Focal Point and the relevant authorities within the national governments of Pacific island countries.
For the post-HFA and the integrated regional strategy for DRM and Climate Change, respective approaches would be followed in the consultation.
The main framework of analysis will be the outcomes (priorities of action) and indicators of the RFA and HFA. The online HFA Monitor tool will be used for documenting the review findings. Based on lessons learned and global good practice from the previous reporting cycles, the main broad steps in the national progress review include:
§ Planning and Preparation:
(a) In close consultation with NDMOs, UNISDR, SOPAC and SPREP, develop implementation plan jointly with national stakeholders including schedules and milestones for the national review process.
(b) Collaborate with NDMOs to provide coordination and oversight for the review process.
§ Sensitise key national stakeholders and partners (through meetings, workshops) on the objectives and methodology of the progress review. This will also include relevant questions on the post 2015 framework for disaster risk reduction, integrated regional strategy for DRM and Climate Change and DRM priorities for consideration under the EDF10 ACP-EU Natural Disaster Facility national allocation.
§ Information collection:
(a) Prepare brief overview of the country’s risk profile and emerging trends to set the context in which DRR interventions have been undertaken;
(b) Align progress review with existing national reporting requirements to provide more specific indications of progress and challenges with regard to RFA/HFA implementation;
(c) Build on and analyse existing reviews/ national reports/ baselines which capture efforts and trends in DRM implementation (such as the MDG monitoring, National Adaptation Programmes of Action and relevant plans, the United Nations ‘Common Country Assessment’ or specific baseline information previously compiled for the World Conference on Disaster Reduction in 2005, or the global review exercise on assessing progress in HFA implementation).
§ Stakeholder Consultations and Analysis:
(a) Assist in conducting broad consultations with national stakeholders, including civil society partners, women’s organizations and stakeholders involved in climate change adaptation participating in the implementation of national DRM and Climate Change Adaptation plans at the national and local level. These consultations can be hosted by the national coordination mechanism, the UNCT, or other mechanisms as relevant. Focus group discussions and interviews with key informants are recommended.
(b) Verify data collection and analysis by consulting with partners working at the country level and national coordination mechanisms. This will be crucial to ensure a sufficient level of quality and representation of stakeholder views and ongoing efforts.
(c) Organize and facilitate national workshop to consult and validate with stakeholders the findings from the progress review and proposed level of progress including feedback on the post HFA and the integrated regional strategy for DRM and CCA & Mitigation for Pacific. Prepare a brief summary of workshop proceedings (2-3 pages).
(d) Prepare succinct review of local and national progress and challenges in implementation of key DRM priorities from 2011 - 2013.
§ HFA on-line Monitor tool:
(a) Complete all relevant inputs for uploading into the online HFA Monitor tool with NDMOs and SOPAC/SPC’s support (latest by 14, September 2012).
As Vanuatu participated in the previous review cycle and completed the national progress report on the implementation of the HFA for 2009-2011, a suitable process for updating the existing information will be agreed between the NDMO, UNISDR, SOPAC/SPC and the consultant. A multi-stakeholder consultation will be organized as part of the updating process.
Implementation Arrangements
The main responsibility for monitoring progress in disaster risk management at the national level rests with the respective Governments. Since the biennial review cycle is implemented under the auspices of the Pacific Platform for Disaster Risk Management, the UNISDR Sub-Regional Office for the Pacific and SOPAC/SPC are providing technical assistance for the review process at national and regional level. Also, members of the Pacific DRM Partnership Network are expected to assist, especially those based at country level with the ability to provide ongoing support during the consultation and analysis process.
In order to address the limitations of the NDMO to provide a dedicated human resource to carry out the progress review, UNISDR and SOPAC/SPC will recruit a consultant who will work alongside the NDMO. The consultant will:
§ Provide support during the planning and assist in conducting multi-stakeholder consultation for the review process as outlined in the section on process and methodology;
§ Assist in compiling the review findings in the appropriate reporting formats, i.e. report for policy makers, and the HFA Monitor; and
§ Submit draft reports prior to finalization to the NDMO, SOPAC/SPC and UNISDR for peer review.
§ Submit draft feedback based on the national consultation towards the Post HFA framework, integrated regional strategy for DRM Climate Change and draft Country Implementation Plan for the EDF10 ACP-EU Natural Disaster Facility.
Outputs
The consultant will submit the following outputs by the end of the contract in a format jointly agreed with the NDMO, UNISDR and SOPAC/SPC:
§ Implementation plan with schedules and milestones for the HFA/RFA progress review process;
§ A narrative report on DRM implementation progress within the period under review cross-referenced with the respective themes, priorities and indicators of the RFA and HFA; including inputs from the national stakeholders on the Post HFA questions.
§ Inputs to NDMO and SOPAC/SPC to facilitate the uploading of progress into the online HFA Monitor tool;
§ Draft Country Implementation Plan for the EDF10 ACP-EU Natural Disaster Facility (using a template to be provided by SOPAC/SPC)
In addition, the consultant will need to comply with other reporting requirements as may be stipulated by UNISDR Sub-Regional Coordinator for the Pacific or SOPAC/SPC as part of the consultant’s contractual obligations.
Timeframe
Above, deliverables need to be achieved within 4 calendar weeks spread over a period of not more than 4 calendar months between June and September 2012 with exact dates to be agreed between UNISDR, SOPAC, respective NDMOs and the consultant. Minimum of 10 working days in country are required.
Qualifications & Experience
The following qualifications and experiences are required for the completion of the assignment:
§ Masters degree or equivalent experience in a discipline relevant to disaster risk reduction.
§ Proven knowledge and understanding of the Hyogo Framework for Action and disaster risk management policies, plans and programmes in Vanuatu.
§ A minimum of 5 years working experience in the area of disaster risk reduction, with proven high-quality policy outcome and effective outreach to decision-makers, UN organizations and the civil society.
§ Excellent analytical and writing skills.
§ Good inter-personal skills and ability to work independently towards reaching the expected objectives
§ Effective communicator - in writing and orally. Fluency in other national languages of the region may also be an advantage but not a pre-requisite.
Documents to be included when submitting the Proposals
Interested individuals must submit the following documents/information:
1. Technical Proposal:
i) Explaining how the applicant meets the selection criteria
ii) Signed P11 form (available on the UNDP Fiji website) & updated CV including names
of at least 3 referees
2. Financial proposal which includes the daily consultancy fee, living allowance and travel cost to and from home country (travel are to be based on economy class).
The technical and financial proposals are to be submitted as separate documents.
Evaluation Methodology & Criteria
Individual consultants will be evaluated based on cumulative analysis method.
When using this weighted scoring method, the award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.
A Technical (70%)
i) Demonstrated experience in Disaster Risk Management planning and implementation at regional and national level (including some form of experience in Hyogo Framework for Action 25%
ii)Relevant DRM (planning, development, implementation, management, monitoring and evaluation) experience in the Pacific region for at least 5 years (and above). 10%
iii)Demonstrated ability to research, analyse and present workable solutions to a range of issues affecting Disaster Risk Management at national and regional level.15%
iv)Demonstrated experience in negotiating and interacting with both internal and external stakeholders on complex risk management issues.10%
vi)High level facilitation, communication and presentation skills – including narrative report writing.

UNICEF is seeking a consultant to conduct a comprehensive assessment of PPTCT (Prevention of Parent-to-Child-Transmission and syphilis management services and to develop an integrated operational plan for the elimination new pediatric HIV infections and congenital syphilis. UNICEF in collaboration with MHMS Kiribati is building capacity of services providers through development of national policies, guidelines, training of services providers and provision of supplies.
The Consultant will be required to undertake three interlinked phases:

JOB DESCRIPTION
SEAFARER DEVELOPMENT OFFICER
ROLE AND RESPONSIBILITIES
The Seafarer Development Officer is accountable to the Deputy Director Transport, within the Transport Programme of the Economic Development Division.
The role is responsible for providing seafarer training, simulator examination and technical assistance for Pacific Island Countries and Territories (PICTs) in accordance with the objectives of the Transport Programme.
KEY RESULT AREAS
The position encompasses the following major functions or key result areas:
1. Simulator Training
i) Schedule and conduct high quality maritime training for Maritime Training Institute (MTI) trainers.
ii) Train MTI trainers using the SPC portable navigation simulator and assist them to train seafarers to the IMO Standards for Training, Certification and Watchkeeping (STCW) for Seafarers.
iii) Conduct simulator navigations examinations in accordance with STCW requirements up to the Manila Amendments.
iv) Be responsible for the simulation equipment and accountable to the EDD systems team for equipment maintenance, care and storage.
2. Technical training advice and reporting
i) Deliver and support the provision of maritime training advice.
ii) Deliver and support technical module development in conjunction with the PacMA Education and Training Subcommittee and the Pacific Maritime Transport Alliance (PMTA) Training Committee.
iii) Assist with data collection and maintaining databases for maritime training reporting.
iv) Assist with the re-development of Neptune to STCW standards and the population of PICT MTI and maritime Administration data into the regional system.
v) Conduct regular analysis of training statistics.
2. Maritime development initiatives
i) Deliver and support the development of partnerships and collaborative arrangements with member government agencies and other organisations in the maritime training sector.
ii) Facilitate or organize maritime related training courses, workshops and seminars.
iii) Assist with other maritime initiatives as directed.
SELECTION CRITERIA
Essential
1. A tertiary qualification in maritime navigation with foreign-going Master >500 GRT qualifications from a recognised institution.
2. At least seven years' experience as Master 500 gross tons or more, with at least two years’ of exposure to navigation management processes as Master >500 GRT on foreign-going vessels.
3. Track record in organising, developing and delivering maritime training courses, workshops and seminars to diverse participants, utilizing computer software packages and simulator equipment.
4. Demonstrated knowledge of STCW Manila Amendments.
5. Proven organisational and project management skills with the capacity to work collaboratively in a diverse, multicultural team environment.
6. Excellent written and oral communication and presentation skills in English.
7. Maturity and judgement to work effectively with diverse stakeholders.

SALARY, TERMS AND CONDITIONS
SALARY AND ALLOWANCES
The position is in Band 10 of SPC’s salary scale.
Salaries for staff recruited internationally are set in SDR (special drawing rights) and paid in the local currency (i.e. the Fiji dollar, FJD, in Fiji). As per SPC’s 2011 salary scale, the salary range for this band is SDR 2,133–3,200 per month. At prevailing exchange rates these amounts convert to approximately FJD 5,900–8,900 per month (2,497.16€–5,000; € 2,500–3,800).
Offers of appointment for initial contracts will made in the lower half of this range, with due consideration being given to experience and qualifications.
The organisation subsidises housing. A housing allowance of 75 per cent of the total rental, up to a limit of FJD 2,625 per month, will be provided. The minimum housing allowance payable is FJD 1,170 per month.
In addition, an establishment grant will be payable to non-residents of Fiji. Where appropriate, other allowances, such as an education allowance, may be payable.

MARITIME PORT SECURITY ADVISER
ROLE AND RESPONSIBILITIES
The Maritime Port Security Adviser is accountable to the Deputy Director Transport, within the Transport Programme of the Economic Development Division.
The role is responsible for serving the port industry of Pacific Island states, which operate in an increasingly internationally regulated maritime sector, providing advice on best port management practices, especially for small island states (SIS). It also provides technical expertise and assistance to governments on port worker training, port safety and security, and acts as the focal point for the Pacific Maritime Transport Alliance (PMTA).
The Pacific Countries Ports Association amended its constitution in 2010 to reflect the establishment of the PMTA with a broadened scope of membership including maritime transport and related organisations, associations and other bodies, whether governmental, public or private, incorporated or unincorporated or individuals interested in supporting and promoting the objects of the Alliance. This alliance has been incorporated in Tonga under the Incorporated Societies Act (CAP. 28) with secretariat and treasury services provided by the EDD Transport Programme within SPC.
KEY RESULT AREAS
The position encompasses the following major functions or key result
areas:
1. Port security advice
i) Provide advice on best options for port security for Pacific Island countries and territories (PICTs) linking into international and regional standards and criteria.
ii) Explore new/alternative port operations practices and port services.
iii) Provide advice on port security, stevedoring and the ship-port interface.
iv) Provide PICTs with advice to manage their port operations in compliance with international shipping requirements and global best practice.
v) Provide advice, assistance and information to the port sector, including management and operational advice, especially to SIS.
vi) Coordinate the review of port standards.
2. Capacity development
i) Evaluate and develop training material for port operators, and disseminate and impart knowledge as required.
ii) Manage and facilitate port seminars, meetings, workshops and other training events.
iii) Keep port personnel in PICTs aware of port safety and security obligations under international maritime and labour conventions.
iv) Manage and facilitate port/flag state control or port security internship/secondments for personnel from PICTs in conjunction with the Maritime Safety & Security Adviser.
3. Data and information
i) Monitor and evaluate port service efficiency and effectiveness.
ii) Collect and collate port data and information.
iii) Update cargo and vessel movement database with raw data.
iv) Oversee the provision of information to the port sector across PICTs.
4. PMTA secretarial and treasury services
i) Manage, coordinate and facilitate activities for PMTA. Coordinate PMTA governing council and committee tasks.
ii) Coordinate and conduct regular port security audits for PMTA members.
iii) Promote PMTA objectives and the single regional association approach.

iv) Align PMTA strategic direction with the Regional Transport Framework.
SELECTION CRITERIA
Essential
1. University degree in either the maritime or ports sector; equivalent tertiary studies in shipping; or a recognised foreign-going master or engineering qualification.
2. Ten years' experience in maritime, shipping or port services, ideally with an in-depth knowledge of the requirements of SIS and their port infrastructure.
3. Expertise in port compliance, including experience in audit and implementation, utilising international instruments.
4. Experience in data collection and analysis and the production of high quality reports, papers or publications regarding implemented regional solutions.
5. Proven organisational and project management skills with the ability to prioritise workload and deliver projects on time and within budget.

The Role

Interested applicants should possess a post-graduate university degree in Economics, Business, Marketing, international trade law or other relevant discipline with at least 5 years of work experience in export development matters at the international or national level (preferably experience on export strategy development in Small Island States), have a deep understanding of the current needs of the productive and export sector in the FICs/PACPS, understanding of supply-side constraints of the Small Islands States in terms of production, export to overseas markets and how these can be mitigated.
In addition, knowledge of free trade agreements particularly Pacific Islands Countries Trade Agreement (PICTA), Pacific Area Closer Economic Relations (PACER and PACER Plus), Economic Partnership Agreement (EPA), the Compact of Free Association and demonstrated knowledge and experience in the Pacific Island Countries would be desirable.
The consultant would be required to undertake, among other things, the following:
§ Identify selected products for export development, strategies to enhance production, and modifications, if any, that must be made to adapt them for overseas markets.
§ Review of current and assess other potential countries targeted for sales development; and for each country, provide an overview of a basic customer profile, the marketing and distribution channels should be used to reach customers. More importantly, the strategy should identify the special challenges pertaining to each market (competition, cultural differences, import controls, etc.), and recommend appropriate strategies that will be used to address them.
§ Develop a detailed time frame for implementing each element of the strategy, the personnel and company resources that will be dedicated to exporting, the cost in time and money for each element, as well as how results will be evaluated and used to modify the strategy.
The consultant will work under direct supervision of the FSM Department of Resources and Development (Division of Trade and Investment), which will coordinate the visits to FSM States, and all consultations with relevant National and States Government Officials (trade, customs and tax, tourism, fisheries and agriculture), as well as Non State Actors. For some activities under the project, the national counterpart will be required to work directly with the Division of Resources Management and Development. A local counterpart will be working with the consultant to ensure transfer of knowledge and successful implementation of the strategy, as well as sustainability of the project.
The short term consultancy will be no longer than 45 days. The salary will be 17,027.4€ to cover services. International and domestic travel inclusive of all associated cost will be included in contract.

Land Management Project, Nauru
Title: Team Leader for UNDP/GEF Project Evaluation
Project: Building Capacity and Mainstreaming Sustainable Land Management in Nauru

Project Background
The Medium Sized Project (MSP) on Building Capacity and Mainstreaming Sustainable land management in Nauru is a Global Environment Facility (GEF) funded project through the United Nations Development Program (UNDP). The project is implemented by the Department of Commerce, Industries and Environment (DCIE). The project duration commenced on March 26th, 2008 and completed March 26th 2011. Following a mid-term review the project was granted an extension until June 2012.
Despite the growing official recognition of the problem of land degradation in the Nauru, SLM objectives have not been adequately mainstreamed into policies, regulations, strategies, plans and educational systems. There is a lack of understanding of decision makers that land degradation is significant barrier to sustainable development. Although integrated farming systems are a way of life for local communities, the planning of local resource utilization is mostly guided by more specific sectoral objectives and policies. This suggests a strong need to create awareness and build capacity for integrative dialogue and land use planning among all stakeholders.
The capacity gaps in land degradation include: i) individual level –lack of technical capacity (district level and community level for implementation); ii) institutional level – financial and human resources, monitoring capacity for enforcement of its rules and regulations); iii) lack of baseline data state and national level); iv) systematic level – there is a lack of common understanding and mechanisms to coordinate and address common land management issues.
Project Objectives and Expected Outputs
Objectives : Objectives of the MSP are to enhance and develop the individual, institutional, and systemic capacity for Sustainable Land Management (SLM), to mainstream SLM considerations into national development strategies and policies, to improve the quality of project design and implementation in the development arena, to develop a National Action Plan for SLM, as well as a medium term investment plan, while ensuring that all relevant stakeholder views are reflected and integrated into the process.
Objectives of the Terminal Evaluation
The Monitoring and Evaluation (M&E) policy at the project level in UNDP/GEF has four objectives: i) to monitor and evaluate results and impacts; ii) to provide a basis for decision making on necessary amendments and improvements; iii) to promote accountability for resource use; and iii) to document, provide feedback on, and disseminate lessons learned. A mix of tools is used to ensure effective project M&E. These might be applied continuously throughout the lifetime of the project – e.g. periodic monitoring of indicators, or as specific time-bound exercises such as mid-term reviews, audit reports and independent evaluations.
In accordance with UNDP/GEF M&E policies and procedures, all regular and medium-sized projects supported by the GEF should undergo a terminal evaluation upon completion of implementation. A final evaluation of a GEF-funded project (or previous phase) is required before a concept proposal for additional funding (or subsequent phases of the same project) can be considered for inclusion in a GEF work program. However, a final evaluation is not an appraisal of the follow-up phase.
Terminal evaluations are intended to assess the relevance, performance and success of the project. It looks at early signs of potential impact and sustainability of results, including the contribution to capacity development and the achievement of global environmental goals. It will also identify/document lessons learned and make recommendations that might improve design and implementation of other UNDP/GEF projects.
The overall objective of this TE is to review progress towards the project’s objectives and outcomes, assess the efficiency and cost-effectiveness of how the project has moved towards its objectives and outcomes, identify strengths and weaknesses in project design and implementation, and provide recommendations on design modifications that could have increased the likelihood of success, and on specific actions that might be taken into consideration in designing future projects of a related nature.
Scope of the Terminal Evaluation
Overall evaluation of the project
The terminal evaluation will address the following specific issues:
Project design
The terminal evaluation will assess the extent to which the overall project design remains valid. The evaluation team will review the project’s concept, strategy and approach within the context of effective capacity development and sustainability. Specifically, the evaluation will:
§ assess the extent to which the underlying assumptions remain valid;
§ assess the approach used in design and whether the selected intervention strategy addressed the root causes and principal threats in the project area;
§ assess the plans and potential for replicating or scaling up the site-based experiences;
The evaluation team will also attempt to ascertain the current level of comprehension of the project concept, focusing on three specific sets of actors: (i) project management team; (ii) field officers; and (iii) local communities.
Project implementation
The terminal evaluation will assess the extent to which project management and implementation has been effective, efficient and responsive. Specifically, it will:
§ assess overall institutional arrangements for the execution, implementation, management, monitoring and review of the project. This covers a number of issues,
including: the appropriateness of joint implementation and coordination; whether there has been adequate periodic oversight of activities; the effectiveness of government counterparts; and the effectiveness of relationships between key stakeholders;
§ assess the use of logical framework as a management tool during implementation;
§ assess indicators of adaptive management;
§ assess the quality and relevance of project reporting;
§ assess the mechanisms for information dissemination (advocacy and awareness raising) in project implementation and the extent of stakeholder participation in management;
§ analyze the project financing, specifically how the project has materialized/leveraged co-financing for various components (this is preferably presented in a matrix form).
§ review the effectiveness and the methodology of the overall Programme structure, how effectively the Programme addressed responsibilities especially towards capacity building and challenges, its main achievements and overall impact as well as the remaining gaps.
§ assess the extent to which programme design, implementation and monitoring have taken the following cross cutting issues into consideration: Human rights, Equity, Institutional strengthening and Innovation or added value to national development
Results
The Evaluation will examine the relevance, efficiency, effectiveness and sustainability of operational activities and results achieved by the project to-date, by showing how the component(s) processes and outcomes have contributed (or have the potential to contribute) to the achievement of project and GEF environmental goals. The Evaluation will:
Assess the extent to which the project achieved the global environmental objectives
Assess the effectiveness with which the project addressed the root causes and imminent threats identified by the project
§ assess, quantitatively and qualitatively, the achievements and impact in terms of outputs and its contribution to outcomes as defined in the project document;
§ assess to what extent the project has made impacts on promoting local participatory decision-making and local governance;
§ assess to what extent the project has or will contribute to the strengthened enabling environment for conservation;
§ assess the sustainability of project results (describe the key factors that will require attention to improve prospects for sustainability of project outcomes)
The terminal evaluation team will use a project logical framework to determine the overall contribution of project outcomes to development and global environmental goals. The terminal evaluation team is also invited to highlight contributions which are strictly beyond the project scope.
Governance and capacity-building
The Project promotes participatory processes and behavior that affect the way land use management is done at the local and national levels. This is principally achieved through the wide participation of local communities, capacity-building, and the promotion of accountability and transparency at different levels of government. In this regard, the terminal evaluation will look at how the project contributed to improved governance at local and national levels, and examine how governance issues have impacted on the achievement of project goals and outputs.
One of the specific areas the evaluation team is asked to assess in this area is how and to what extent the project has built management, planning and operational capacity among the project’s stakeholders, particularly at the community levels. This should include an overview of capacity-building techniques employed by the project as well as of the monitoring mechanisms involved.
Lessons learned
The terminal evaluation will also highlight lessons learned and best and worst practices in addressing issues relating to relevance, performance and success. Describe the main lessons that have emerged in terms of:
Country ownership/drivenness;
Stakeholder participation;
Adaptive management processes;
Efforts to secure sustainability; and
The role of M&E in project implementation.
In describing all lessons learned, an explicit distinction needs to be made between those lessons applicable only to this project, and lessons that may be of value more broadly to other similar projects
Methodology
The evaluation methodology will be determined by the evaluation team, guided by the requirements of GEF and UNDP as articulated in various guidelines, policies and manuals on the conduct of evaluations for GEF projects as well as key project documents such as the approved GEF project brief, the final UNDP project document, the inception workshop report, the project log-frame and annual budgets and work plans, the annual Project Implementation Review, Project Board, and PMT meeting minutes as available, and other technical reports and documents as relevant. The evaluation methodology should be clearly documented in the final evaluation report including comprehensive details of the following:
- documents reviewed
- interviews conducted
- consultations held with all stakeholders
- project sites visited
- techniques and approaches used for data gathering, verification and analysis
Conduct of the Evaluation
The evaluation team will work independently but will liaise closely with UNDP MCO, and Executing Agency. The consultant will also liaise periodically with the UNDP ensure that UNDP-GEF and GEF requirements are being met.
The evaluation team will visit the project site to ensure adequate consultation with all key stakeholders. Towards the end of the field evaluation, presentation will be made to all key stakeholders in country. After the presentation the evaluation team consultant will take note of verbal and/or written responses to its presentation and consider these in preparing an interim draft evaluation report that will be provided to Executing Agency/UNDP before the team leaves for distribution to stakeholders. The executing agency and UNDP will circulate the draft report to all stakeholders requesting written feedback and finalized by the evaluators within the dates reflected in the evaluation schedule.
While the evaluation team is free to determine the actual layout of the terminal evaluation report, this must include the minimum content requirements mentioned earlier. The Team leader will forward the final report by e-mail to UNDP for onward distribution to all stakeholders. The Team Leader will be responsible for the contents, quality and veracity of the report.
Deliverables
The evaluation team will produce the following deliverables to UNDP/GEF:
(i) Draft copy of terminal evaluation report ;
(ii) Final copy of comprehensive terminal evaluation report;
The final TE report will include: i) findings and conclusions in relation to the issues to be addressed identified under sections 2 and 3 of this TOR; ii) assessment of gaps and/or additional measures needed
that might justify future GEF investment in the country, and iii) guidance for future investments (mechanisms, scale, themes, location, etc).

The report should also include the evaluators’ independent final rating on the following:
Sustainability;
Achievement of objectives/outcomes (the extent to which the project's environmental and development objectives and outcomes were achieved);
Implementation Approach;
Stakeholder Participation/Public Involvement; and
Monitoring & Evaluation.
The rating should be within a 6-point scale as follows: Highly Satisfactory (HS), Marginally Satisfactory (MS), Satisfactory (S), Marginally Unsatisfactory (MU), Unsatisfactory (U) and Highly Unsatisfactory (HU). The final report together with the annexes shall be written in English and shall be presented in electronic form in MS Word format as well as a hard copy

Proposed Methodology and Timelines
Two consultants shall be engaged jointly to undertake the evaluation working concurrently according to a planned schedule to be completed by June 20th, 2012. The Team Leader will have the overall responsibility of organizing and completing the review, submitting the final report as well as supervising the local consultant.
The team leader is expected to propose a work layout, plan, budget and timelines to achieve the expected outputs with the appropriate methodology.
Proposal Requirements:

Payment Schedule
a) Twenty per cent (20%) of the maximum payable Consultancy Fee [Professional Service] will be paid immediately following the signing of this Agreement by May 22nd (includes travel to Nauru);
b) Ten per cent (10%) of the maximum payable Consultancy Fee [Professional Service] will be paid immediately following the acceptance of a work plan and report lay out by UNDP by May 23rd May ;

PETROLEUM ADVISER

ROLE AND RESPONSIBILITIES
The Petroleum Adviser is accountable to the Deputy Director Energy, within the Energy Programme of the Economic Development Division.
The role is responsible for providing advice and coordinating the implementation of the Framework for Action on Energy Security in the Pacific (FAESP), in particular the regional effort to ensure reliable supply and safe transportation and storage of cost effective, good quality petroleum products (and feasible liquid fuel alternatives) to Pacific Island countries and territories (PICTs) and to ensure that they are consumed in an efficient manner.
KEY RESULT AREAS
The position encompasses the following major functions or key result
areas:
1. Leadership, governance, coordination and partnerships
Lead the coordination of regional effort to find more reliable, safe and affordable petroleum supplies for PICTs.
2. Management
i) Project management - Secure funding and manage projects that are aimed at:
a. identifying alternative supply sources and distribution routes:
b. improving economies of scale in shipping and storage logistics:
c. improving national capacity to manage petroleum contracts and negotiations and to review pricing templates and verify price
submissions:
d. adopting petroleum product quality and safety handling standards for petroleum products.
ii) Manage staff and consultants engaged to work on petroleum-specific issues in PICTs.
3. Planning, policy and regulatory frameworks
i) Assist PICTs in drafting and reviewing their Petroleum Acts and regulations.
ii) Assist PICTs in drafting and reviewing the petroleum components of their national energy policies, road maps and action plans.
4. Capacity building
i) Strengthen the capacity of PICTs in petroleum pricing and supply contract administration and negotiations.
ii) Provide media releases and general public awareness materials regarding prices of petroleum products in PICTs.
5. Production and supply - access to affordable energy
i) Conduct studies and advise PICTs on alternative and more cost-effective petroleum supply sources, routes and storage arrangements.
ii) Conduct studies and advise PICTs on the feasibility of altering petroleum product quality.
iii) Conduct studies and advise PICTs on required energy security investments in petroleum transportation, distribution and storage infrastructure, including resilience to the impacts of climate change.
6. End-use consumption - efficient and productive uses of energy
Consultatively develop energy- efficient, incentive-based regulations and legislation in the power generation and transport sectors.
7. Monitoring and evaluation
i) Provide guidance to the formulation and update of the Petroleum Indicators of the FAESP in each PICT.
ii) Establish a database of petroleum-related data where non-confidential information published and accessible to the public.
SELECTION CRITERIA
Essential
1. An advanced university degree in Economics and/or Engineering.
2. At least 10 years' advisory experience in the petroleum industry with a sound knowledge of international petroleum standards and best practice.
3. Demonstrated experience as a trusted broker working with petroleum consumers, governments and oil company stakeholders.
4. Excellent communication, negotiation, influencing and reporting skills in English.
5. Strong analytical and strategic thinking skills, with the ability to quickly master new material.
6. Experience in leadership and people management in a diverse, multicultural environment.
7. Experience in representation at regional or international meetings with established regional or international networks with sector peers.
8. A willingness to undertake frequent travel both within and outside the Pacific region.
Desirable
1. Brokerage, auditing or handling of petroleum products certification.
2. Demonstrated experience in securing external funding and proactively developing new areas of work.
3. A good understanding of the working environment of Pacific Island countries and territories and experience working in a developing country setting.
4. A working knowledge of French.
SALARY, TERMS AND CONDITIONS
SALARY AND ALLOWANCES
The position is in Band 12 of SPC's salary scale.
Salaries for staff recruited internationally are set in SDR (special drawing rights) and paid in the local currency (i.e. the Fiji dollar, FJD, in Fiji). As per SPC's 2011 salary scale, the salary range for this band is SDR 2,939-4,409 per month. At prevailing exchange rates these amounts convert to approximately FJD 8,200-12,300 per month (3,502.89€-7,000; EUR 3,500-5,200).
An offer of appointment for an initial contract will made in the lower half of this range, with due consideration being given to experience and qualifications.
The organisation subsidises housing. A housing allowance of 75 per cent of the total rental, up to a limit of FJD 2,625 per month, will be provided. The minimum housing allowance payable is FJD 1,170 per month.
In addition, an establishment grant will be payable to non-residents of Fiji. Where appropriate, other allowances, such as an education allowance, may be payable.
While SPC emoluments are not subject to income tax in Fiji at the present time, this status is currently under review by the Government of Fiji. Any change in this status will apply to Fiji nationals.
PROVIDENT FUND
The appointee will be eligible for membership in SPC's Staff Provident Fund. Staff members contribute eight per cent of their base salary, to which SPC adds a matching contribution.
TENURE
The appointment is for a period of three years, subject to a six-month probationary period, with the possibility of renewal for a further period depending on performance and continued funding availability.
DUTY STATION
Suva, Fiji.
LEAVE
Annual leave will accrue at the rate of 25 working days per annum. For expatriate staff members, home leave fares are payable after 18 months of service.
Sick leave is 30 working days per annum.
MEDICAL BENEFITS
SPC's Staff Medical Insurance reimburses doctor fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside of Fiji, the cost of air fares by the most direct and/or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects, will be met by SPC on appointment and termination.
COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.
SMOKE-FREE ENVIRONMENT
Smoking is not permitted in the work place.

Proper management of fisheries resources is a fundamental requirement for the people of Fiji because fish is one of the most available resource on which a viable economy can be further developed to earn foreign exchange, create employment for locals and improve food security. Establishing a legal framework to enable proper management is fundamental to developing fisheries activities and conservation of stocks. Consultations with all relevant fisheries stakeholders who will be affected by the legislative review have been undertaken to ensure the new laws incorporate as much as possible all appropriate views.
To date the Offshore Fisheries Management Decree and the Aquaculture Decree have been completed and submitted to the Fiji Solicitor General’s Office for vetting. The consultation process for the draft Inshore Fisheries Management Decree has not been completed yet. It needs to be presented at a final stakeholder consultation scheduled for the first quarter of 2012 prior to being submitted to the Solicitor General’s Office for vetting.
The revamping of the Fiji fisheries legislation will require some thorough explanation so that all stakeholders understand the rationale behind the reform, the effect of the changes on fisheries management and the implications of the new legislation for each group of stakeholders. A good comprehension of the provisions of the new legislation by all stakeholders is also critical to ensure adequate implementation.
The purpose of this contract is to ensure good comprehension and adequate implementation of the new Fijian fisheries legislation.
A team of 2 consultants (a fisheries legal specialist and an information and communication specialist) will achieve the following results as part of this assignment:
· 3 fisheries decrees reviewed and analyzed;
· Short communication plan for the awareness campaign developed;
· Awareness materials on the three fisheries decrees developed;
· Three sets of implementation guidelines devised;
· Implementation guidelines and awareness materials produced;
· Key Stakeholders trained on the implementation guidelines and aware of the new fisheries legislation;
Information and Communication Specialist
Qualifications and skills
· A university degree or equivalent practical experience in communications, communications management, marketing strategies or a field directly related to the assignment;
· The expert should have a high level of proficiency in spoken and written English and knowledge of local language (Fijian) is an advantage;
General professional experience
· Minimum of 8 years experience in communications and/or public outreach;
· Proven communication and facilitation skills;
Specific professional experience
· Specific experience in the design and creation of promotion and visual materials (minimum 3 assignments);
· Experience in drafting communication plan (2 assignments);
· Related experience in the Pacific is considered an advantage;
The project is expected to start on 30 September 2012, and will be implemented in two phases over a period of 5 months. The project is based in Suva, Fiji Islands, but may require incidental travel within Fiji. The total input for the consultant is 30 working days.
The indicative number of missions outside the normal place of posting requiring overnights is 4 for this expert.
