Я об этом и написал, но Русотур, чуть опередил меня.
Вот что на этот счёт говорит тиматик:
Visa required, except for Holders of an APEC Business Travel

The APEC Business Travel Card (ABTC) scheme facilitates the movement of business people across the Asia-Pacific region. The ABTC lists the countries for which it is valid. It also contains the travel document number and the nationality of the
holder, both of which must match those stated on the travel document. When a travel document is renewed, the ABTC must also be renewed.
The ABTC is valid for up to three years and provides multiple short term entries (minimum of two months stay) without a
visa. It provides access to streamlined immigration airport lanes on arrival and departure.
The ABTC is issued to:
- nationals of Australia, Brunei Darussalam, China (People'sRep.), Indonesia, Japan, Korea (Rep.), Malaysia, Mexico, New
Zealand, Papua New Guinea, Peru, Philippines, Russian Fed., Singapore, Thailand and Viet Nam;
- holders of Hong Kong (SAR China) passports;
- holders of Chinese Taipei passports;
- permanent residents of Hong Kong (SAR China).
Вообще это Океания, возможно всё что угодно. Может быть и есть возможность, что то по прилёту получить или без визы заехать, но сначала надо в самолёт сесть. А лично мне из тиматика не всё понятно. Я в таких случаях всегда в иммиграционную службу страны звоню.
Или как вариант попросите папуасского товарища Тенди, чтобы он бумагу соответствующую выслал, где написано что виза по прилёту.
