As of March 14, CP exceptionally allows full ticket refund due to COVID19. Just log in to MyCP and follow these steps: "Your Tickets"> Detail> "Refund". However, you must do this no later than 3 hours before the train departs.
We are currently updating our system and the option for promo tickets is not yet online. If your trip is within the next 2 days
and you're currently abroad or can't go to one of our ticket offices, you can request via email to apoiocliente@cp.pt.

То есть, насколько я понял, возврат есть, но для промо-билетов (а у меня, естественно, они и есть) он пока не работает.
В таком случае можно обращаться по apoiocliente@cp.pt, но только за 2 дня до поездки.
Мне еще почти две недели до ближайшей, так что у меня пока решение вопроса подвисает.
